  22. 13 Pursuant to Rule III(D)(4)(b) of Council’s Rules of Procedure, Councilor Stephanie Lynch made a request to participate in the meeting via Microsoft Teams from her home, due to a medical condition that prevented her physical attendance. The Council members present were required to adopt a motion to approve Councilor Lynch's participation in the meeting by electronic communication means if it appeared to the body that her request complied with Rule III(D) of Council’s Rules of Procedure. A motion was solicited from those members physically assembled to approve Councilor Lynch's participation in the meeting by electronic communication means.

  35. 22 Christiane Riederer von Paar addressed Council, and she stated she was present with other concerned residents to ask that Council adopt their proposed resolution titled Richmond Peace and Justice Resolution for Palestine. Ms. Riederer von Paar recited a portion of the proposed resolution.

  43. 26 Ephraim Seidman addressed Council, and he stated that the city should not be involved in international conflicts. Mr. Seidman also stated his concerns about individuals held hostage following the attacks of October 7, 2023, in Israel.
  44. 27 City Council is Richmond City's local legislative body and is composed of one council representative elected from each of the city's nine voter districts. Council members are elected to serve a four year term of office. Council elects one of its own to serve as the president and presiding officer for a two year term.
  45. 27 Fernanda Diaz-Castro addressed Council, and she stated her concerns about Israel's impact on Palestinian civilians located in Gaza. Ms. Diaz-Castro stated her support for the resolution recited by earlier Citizen Comment speakers.
  46. 28 Time and Place of Meetings
  47. 28 Melvin Jones addressed Council, and he stated his desire that the city's youth learn life skills that may prevent them from becoming involved in gun violence.
  48. 29 The public is invited and encouraged to attend and participate in the City Council meetings. The City Council meets in the City Hall second floor Council Chamber, in informal work session at 4:00 p.m., and in formal session at 6:00 p.m., on the second and fourth Monday during the months of January, February, March, April, May, June and September and only on the second Monday during the months of October, November and December. In the month of July, one such meeting is held on the fourth Monday of the month and in the month of August, no such meetings are held. All meetings of the Council are open to the public.
  49. 29 Chuck Richardson addressed Council, and he stated his concerns regarding police interactions with civilians. Mr. Richardson also stated his concerns about police accountability and police oversight by residents.
  50. 30 Citizen Comment Period
  51. 30 President Kristen Nye informed Mr. Richardson that Police Chief Rick Edwards was available to address his questions and concerns.
  52. 31 The Citizen Comment Period is an opportunity for citizens to address Council concerning the services, policies and affairs of the city and to discuss issues not on the agenda for the business meeting.
  53. 31 Councilor Stephanie Lynch joined the meeting via Microsoft Teams at 6:35 p.m.
  54. 32 Guidelines for Citizen Participation*
  55. 33 The maximum time allotted to persons speaking to any matter under consideration by the Council shall not exceed thirty (30) minutes for proponents and thirty (30) minutes for opponents. Speakers should state their full legal name, any organization(s) they represent and any economic or professional relationship(s) that would benefit by the adoption of the paper(s) they are addressing.
