  43. 26 City Council is Richmond City's local legislative body and is composed of one council representative elected from each of the city's nine voter districts. Council members are elected to serve a four year term of office. Council elects one of its own to serve as the president and presiding officer for a two year term.

  47. 28 The public is invited and encouraged to attend and participate in the City Council meetings. The City Council meets in the City Hall second floor Council Chamber, in informal work session at 4:00 p.m., and in formal session at 6:00 p.m., on the second and fourth Monday during the months of January, February, March, April, May, June and September and only on the second Monday during the months of October, November and December. In the month of July, one such meeting is held on the fourth Monday of the month and in the month of August, no such meetings are held. All meetings of the Council are open to the public.

  51. 30 The Citizen Comment Period is an opportunity for citizens to address Council concerning the services, policies and affairs of the city and to discuss issues not on the agenda for the business meeting.

  53. 31 Guidelines for Citizen Participation*
  54. 32 The maximum time allotted to persons speaking to any matter under consideration by the Council shall not exceed thirty (30) minutes for proponents and thirty (30) minutes for opponents. Speakers should state their full legal name, any organization(s) they represent and any economic or professional relationship(s) that would benefit by the adoption of the paper(s) they are addressing.
  55. 33 Speakers are not permitted to address or question the Council Chief of Staff, the City Attorney, the City Clerk, or any staff member directly. Questions should be directed to the President who may, at his/her discretion, solicit a response. Applause is permitted during the “Awards and Presentations” period only.
  56. 34 Persons speaking regarding agenda items are generally limited to three (3) minutes; however, no individual from the public may speak for more than ten (10) minutes total during the business meeting. Citizens may express their views in writing in lieu of an oral presentation.

  58. 35 Jeremy Lazarus addressed Council and provided information regarding a Richmond Free Press article he authored addressing the city's fiscal year 2023-2024 budget surplus. Jeremy Lazarus also addressed data that he believed confirmed his reporting.

  60. 36 Lauren Toiaivao, Here 4 the Kids member, addressed Council and requested that it introduce and adopt a resolution stating support for a ceasefire in Gaza. Lauren Toiaivao stated that she believed the matter was a local issue as her tax dollars were being used to support more violence in the conflict.

  62. 37 Danielle DiBlasio, Virginia Defender Newspaper volunteer, addressed Council and requested that members patron a resolution supporting a ceasefire in Gaza. Danielle DiBlasio stated that she did not believe the request was a partisan issue, and that she believed Council should support justice.

  64. 38 Sterling Rives addressed Council and requested that Council adopt a resolution to call on American leaders to support a ceasefire in Gaza. Sterling Rives stated he believed that Richmond City had moved on from its past, and that the next step was to support the safety and humanity of individuals located in Gaza.
  65. 39 The following ordinances and resolutions were considered:
  66. 39 William Muth addressed Council and requested that Council adopt a resolution requesting an immediate ceasefire in Gaza. Mr. Muth stated his concerns about how children in Gaza are being impacted by the conflict.
  67. 1. To amend City Code § 23-45, concerning refuse collection at a point other than a curb or alley for the elderly and persons with disabilities, for the purpose of authorizing the collection service for as many refuse receptacles as provided by the City. continued
  68. 40 Tara Morand addressed Council and stated she believed that Richmond City has previously been on the wrong side of history, but that now it can be a leader on human rights by requesting a ceasefire in Gaza.
  69. 2. To close, to public use and travel, an unimproved portion of West 20th Street located between Semmes Avenue and Sioux Falls Alley, consisting of 10,486 ± square feet, upon certain terms and conditions. continued
  70. 41 Yael Levin addressed Council and stated that she was concerned for the safety of the Richmond Jewish community. Yael Levin also stated that she believed the request for a resolution for a ceasefire in Gaza would distract Council from its duty to address local issues impacting city residents.

No. 2023-071, adopted May 8, 2023, which adopted the Fiscal Year 2023-2024 General Fund Budget and made appropriations pursuant thereto, to (i) create a new line item in the Non-Departmental agency called “ElderHomes Corporation t/a project: HOMES,” (ii) transfer $500,000.00 from the Non-Departmental line-item Reserve for Alternative Housing, (iii) appropriate such $500,000.00 to the new line item in the Non-Departmental agency for the purpose of providing funding for alternative housing, (iv) increase anticipated revenues from certain funds due to the City from the Greater Richmond Convention Center Authority, in accordance with an Interlocal Agreement dated February 1, 2000, by $3,140,571.00, and (v) appropriate a total of $3,140,571.00 of such anticipated revenues to the Department of Economic Development for the purpose of funding certain professional and consulting services for developments in the city of Richmond and for the reimbursement of certain expenditures of the Economic Development Authority. To amend and reordain City Code § 27-282, concerning the special parking districts program and permitted expenditures from the Special Parking Districts Fund, for the purpose of authorizing the Chief Administrative Officer to execute grant agreements to disperse the funds to be used by neighborhood associations and civic associations within their boundaries for the maintenance of clean and safe neighborhood environments.   100. 74 Public Hearing
  101. 75 Doug White, Gather Workspaces Owner and Chief Executive Officer, spoke in opposition to ORD. 2024-016, and stated the increase of operational hours of Ember Music Hall would negatively impact Gather Workspaces. Mr. White also stated that the loud music from Ember Music Hall makes it difficult for customers to use Gather facilities. Mr. White requested that the proposed ordinance be amended to require a certain decibel level during hours of operation.
  102. 76 Autumn Davis spoke in opposition of ORD. 2024-020, and stated that the proposed development would have a negative impact on current residents in the area. Ms. Davis requested a pause on consideration of the ordinance to allow more analysis and resident dialogue about the development. Ms. Davis also stated she believed the area surrounding the proposed development should be declared an historic district.
  103. 77 Petra Tuzun spoke in opposition of ORD. 2024-020, and stated her concerns that the proposed development would erase an historic area of the city.
  104. 78 Cassie Knight spoke in opposition of ORD. 2024-020, and stated that local tenants and local civic associations were not aware of the special use permit request. Ms. Knight also stated that the proposed 27 parking spots was not acceptable to surrounding residents. Ms. Knight also provided a copy of a petition regarding ORD. 2024-020.

  106. 80 Kenneth Reid spoke in opposition of ORD. 2024-020, and stated that current long-term residents were worried that history would be erased if the proposed development was approved. Mr. Reid also stated the proposed units should not be considered affordable housing.
  107. 81 Jennifer Yox spoke in opposition of ORD. 2024-020, and stated her concerns that she did not believe the proposed ordinance would require that affordable housing in the building be permanent. Jennifer Yox also stated Council should be aware of the need for more affordable housing when considering special use permits.
  108. 82 Duke Dodson, Dodson Companies Founder and Chief Executive Officer, spoke in support of ORD. 2024-016, and stated that he was the owner of the building referenced in ORD. 2024-016, where Ember Music Hall was located. Mr. Dodson also stated he believed the location was ideal for a music establishment.
  109. 83 Neal Patel, Ember Music Hall Owner, spoke in support of ORD. 2024-016, and stated that Ember Music Hall would adhere to the city's sound ordinance decibel requirements.
  110. 84 Patrick Patrong spoke in support of ORD. 2024-044, and he addressed the positive impact that Dr. Clifton Whitaker, Jr. had on the community.
  111. 85 Bishop Melvin Williams, Jr., Temple of Judah Pastor, spoke in support of ORD. 2024-044, and stated that Dr. Whitaker was a dedicated servant as a former police officer and later minister.
  112. 86 Jacqueline Coleman spoke in support of ORD. 2024-044, and stated that Dr. Clifton Whitaker, Jr. devoted his life to service and deserved the street corner designation.
  113. 87 Thomas Beatty spoke in support of ORD. 2024-044, and stated that he knew Dr. Whitaker for over 60 years. Dr. Beatty also stated that Dr. Whitaker dedicated himself to the Highland Park community, and that he deserved the honorary street corner designation.
  114. 88 Reverend Dr. Yvonne Jones Bibbs, Sixth Baptist Church Pastor, spoke in support of ORD. 2024-044, and stated that Dr. Whitaker was a great leader and mentor to the Richmond church community.
  115. 89 Dr. Patricia Gould-Champ spoke in support of ORD. 2024-044, and stated that Dr. Whitaker was a great humanitarian and leader. Dr. Gould-Champ informed Council about Dr. Whitaker's acts of kindness in the Highland Park community.
  116. 90 Gina Whitaker Cannon spoke in support of ORD. 2024-044, and she informed Council that she was Dr. Whitaker's eldest daughter. Ms. Whitaker stated that she was witness to his charm and good intentions. Ms. Whitaker also stated that he was a great father and respected man in the community.
  117. 91 Linda Durant spoke in support of ORD. 2024-044, and she informed Council about the positive impact Dr. Whitaker had on the community as a pastor.
  118. 92 Mike Hathaway, New Generation Church RVA Pastor, spoke in support of ORD. 2024-044, and stated that he witnessed the positive impact Dr. Whitaker had on the Highland Park community. Mr. Hathaway requested that Council adopt the proposed ordinance.
  119. 93 Mark Baker, Baker Development Resources Owner, on behalf of Ember Music Hall, spoke in support of ORD. 2024-016, and stated that the request was for the conditional use of 309 East Broad Street, and that Ember Music Hall would be required to adhere to certain requirements to maintain the conditional use.
  120. 94 Robert Grizzard spoke in support of ORD. 2024-045, and informed Council that he was the father of Dr. Lindsey Grizzard Braun. Mr. Grizzard provided background information about Lindsey Grizzard Braun, and he requested that Council honor her by adopting ORD. 2024-045.
  121. 95 Keith Applewhite spoke in support of ORD. 2024-045, and stated that he was married to Dr. Lindsey Grizzard Braun's mother. Mr. Applewhite stated the honorary street corner designation would mean a lot to the family of Dr. Braun.

  123. 97 Isabel Moore spoke in support of ORD. 2024-045, and she stated she was a long-term friend of Dr. Braun. Ms. Moore provided Council with information regarding Dr. Braun's work history, and her impact on patients and colleagues.
