- 1. To amend City Code § 11-36, concerning exemptions to sound control, for the purpose of modifying the hours during which [the City’s] refuse collection and sanitation services shall be exempted from the requirements of the City’s sound control provisions. (As Amended)
- 10 Upon the Chair’s request, Assistant City Clerk Kimberly Morris provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency along with public speaker guidelines.

- 15 Update on the Public Art Commission Ordinance
- 16 Staff Report
- 16 The following ordinance was considered:
- 17 March Staff Report
- 18 Adam Hohl, Senior Policy Advisor, Deputy Chief Administrative Officer, provided background information regarding the proposed ordinance. Mr. Hohl stated the Department of Public Works requests a continuance of the ordinance to discuss the impact of adjusting hours of operation for refuse collectors. Mr. Hohl also stated city administration would like adequate time to review and discuss the ordinance with the patron and the public.
- 19 Sven Phillipsen, Second District Council Liaison, spoke on behalf of the ordinance. Mr. Phillipsen stated the sound ordinance has been discussed for many years in reference to refuse collection, and that the request to amend the hours of collection dates back to 2022.
- 20 Alternate Member Nicole Jones inquired about the history of the city's sound ordinance. She also asked if there are any citizen complaints regarding the ordinance.
- 21 Bobby Vincent, Director of Public Works, stated that the ordinance may have an impact on traffic management and the safety of city staff.
- 22 There were no further comments or discussions and Vice Chair Ann-Frances Lambert moved to continue ORD. 2024-094 to the April 24, 2024 Governmental Operations Standing Committee meeting, which was seconded and was unanimously approved.
- 25 Susan Glasser, Secretary of the Public Art Commission, introduced and provided an update of the drafting of the Public Arts Commission ordinance, and she discussed the importance of the Public Art Commission becoming an official recognized commission of the city.
- 26 Vice Chair Ann-Frances Lambert inquired if the City Clerk's Office will manage the Public Arts Commission appointment process. Ms.Glasser stated the process would operate the same as the City Planning Commission. Vice Chair Lambert thanked Ms.Glasser for her work with the Public Arts Commission.
- 27 Joyce Davis, Council Policy Analyst, stated she will inquire with the City Clerk about the appointment process of the Public Arts Commission.
- 29 Joyce Davis, Council Policy Analyst, updated the committee on the Charter Review Commission. Ms. Davis stated that the Council Chief of Staff is working with the President of Council and the Governmental Operations Standing Committee Chair to determine next steps for a honorary street naming policy.
