- 10 Upon the Chair's request, Assistant City Clerk Kimberly Morris provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency along with public speaker guidelines.

- 16 Dominic Barrett, Strategic Projects and Grants Advisor, Office of Human Services, provided the committee with a presentation that addressed the FY23 Non-Departmental Summary with a focus on Charitable Grant Funding processes.

- 19 Chair Cynthia Newbille inquired if information can be requested from non-departmental partners to ensure that performance measures are met.

- 20 Mr. Barrett stated that the information can be requested from non-departmental organizations to measure outcomes.
- 21 Chair Stephanie Lynch stated it will be helpful to see such performance measures, and she inquired what is the process to evaluate performance goals.
- 22 Mr. Barrett stated city administration will reach out to non-departmental partners regarding performance measures after receiving interim reports.
- 23 Chair Lynch requested that the committee and Council staff schedule a meeting for additional review of performance measures.
- 25 Traci DeShazor, Deputy Chief Administrative Officer for Human Services (DCAO), provided the committee with an update regarding the Human Services portfolio.
- 26 DCAO DeShazor introduced Antonio Edgerton as a new Homeless Services Liaison for Human Services, and DCAO DeShazor introduced Michael Fatula as the new Policy Advisor for Opioid Response Coordination.
- 31 Pamela Nichols, Council Management Analyst, reviewed board vacancies for the committee’s consideration.
- 33 Chair Stephanie Lynch moved to forward the following board appointment and reappointment applications to Council with a recommendation to approve, and to continue consideration of Capital Area Partnership Uplifting People, Inc, to the July 11, 2024 Education and Human Services Standing Committee meeting, which was seconded and unanimously approved:
