  14. 8 Chair Kristen Nye called the meeting to order at 4:15 p.m., and presided.

  17. 10 Upon the Chair's request, Deputy City Clerk RJ Warren provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency, along with public speaker guidelines.

  29. 17 There were no corrections or amendments to the minutes of the Monday, May 6, 2024 Organizational Development Standing Committee meeting, at 4:00 p.m., and the minutes were approved as presented.
  30. 1. To amend City Code § 2-1224, concerning compensation and expenses of the members of Council and President of the Council, to provide for salary increases authorized by Va. Code §§ 15.2-1414.5 and 15.2-1414.6. ORD. 2024-129 recommended for approval
  31. 2. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $6,000,000.00 from the United States Department of Agriculture, to amend the Fiscal Year 2023-2024 Special Fund Budget by (i) creating a new special fund for the Office of Sustainability called the Grant - USDA Coalition Based Urban Greening, (ii) appropriating the increase to the Fiscal Year 2023-2024 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Office of Sustainability’s Grant - USDA Coalition Based Urban Greening by $6,000,000.00, and (iii) appropriating $3,417,354.00 of such funds to certain community-based organizations, all for the purpose of providing funding for the Urban Forest Master Plan, invasive species removal, workforce development, community engagement, and agroforestry.   33. 3. To request that the Chief Administrative Officer cause the preparation of a study to identify a location in the Shockoe Bottom area of the city of Richmond for the National Slavery Museum. recommended for continuance
  34. 21 April Bingham, Senior Director of Public Utilities, and Rosemary Green, Department of Public Utilities (DPU) Lead Line Service Replacement Program Coordinator, provided the committee with a presentation that addressed the city's efforts to identify potential lead exposures in the city's water, plans to assist city residents with lead exposure mitigation, and the city's goal of being lead free by 2035.

  38. 24 Member Cynthia Newbille confirmed that the city was unaware about the presence of lead piping in 40,000 structures, and that the program to identify all lead piping must be completed by 2035. Member Newbille also stated her concerns that some homeowners would be unable to identify lead piping on their own.
  39. 25 Vice Chair Ann-Frances Lambert stated it was important that the city also conduct outreach to residents through paper documents and not just electronically.
  40. 26 Chair Kristen Nye stated that Council should try and promote the city's attempts to identify and locate lead piping, and she noted the need to ask residents to provide the information on the city's website.
  41. 28 Joseph Lowery, Richmond Civilian Review Board Manager, provided the committee with a presentation that addressed the current status, goals, objectives, and board membership related to the city's Civilian Review Board.
  42. 30 Vice Chair Ann-Frances Lambert stated her support and noted her appreciation for the planned collaboration with the Richmond Police Department (RPD).
  43. 31 Member Andreas Addison stated it was important that the Civilian Review Board address complaints and responsibilities in an efficient and timely manner to ensure public trust.
  44. 32 Member Nicole Jones stated that Mr. Lowery and the Civilian Review Board needed to ensure outreach to communities that do not have frequent interactions with RPD or city government.
  45. 33 Mr. Lowery confirmed that the Civilian Review Board's standard operating procedures would be a public document available for review by residents.
  46. 34 Member Cynthia Newbille recommended that future board members participate in the RPD's Citizens Academy to increase insight.
  47. 35 Vice Chair Lambert requested information that Council and liaisons can easily share with residents.

  49. 39 Chair Kristen Nye provided an introduction and additional background information regarding the proposed ordinance.
  50. 40 Member Andreas Addison also provided an introduction, and he stated that the increased compensation was fair and necessary.
  51. 41 There were no further comments or discussions and Vice Chair Ann-Frances Lambert moved to forward ORD. 2024-129 to Council with a recommendation to approve, which was seconded and approved: Ayes 5, Addison, Jones, Newbille, Lambert, Nye. Noes None.
  52. 42 The following ordinance was considered:
  53. 44 Sharon Ebert, Deputy Chief Administrative Officer (DCAO) for Planning and Economic Development, provided an introduction and additional information regarding the proposed ordinance.
  54. 45 Vice Chair Ann-Frances Lambert inquired how each organization was identified to receive funding, and she also asked how each amount allocated was decided.
  55. 46 DCAO Ebert stated that the city had previously worked with the organizations listed in ORD. 2024-143, and she noted that the amount allocated was decided based on proposals submitted to the city by the organizations.
  56. 47 There were no further comments or discussions and Member Andreas Addison moved to forward ORD. 2024-143 to Council with a recommendation to approve, which was seconded and approved: Ayes 5, Addison, Jones, Newbille, Lambert, Nye. Noes None.
  57. 50 Member Andreas Addison informed members that the Land Use, Housing and Transportation Standing Committee received a presentation by Housing Opportunities Made Equal (HOME) of Virginia that addressed racial disparities in neighborhood home values and related risk of displacement. Member Addison requested that the same presentation be provided to the full membership of Council.
