  11. 6 Chair Reva Trammell called the meeting to order at 1:03 p.m., and presided.

  14. 8 Assistant City Clerk Nahdiyah Muhammad provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency along with public speaker guidelines.

  16. 1. To approve the City of Richmond Plan of Services under the Virginia Juvenile Community Crime Control Act. RES. 2024-R020 recommended for approval
  17. 10 Janet Ramsey addressed the committee and informed members that she previously provided written comments. Ms. Ramsey also stated her concerns regarding broken parking meters near City Hall and not being able to find adequate parking.

  19. 11 Sarah Ramsey addressed the committee and stated her concerns regarding available parking and broken parking meters. Ms. Ramsey also addressed the committee regarding the Richmond Police Department (RPD) not addressing what she believed were instances of embezzlement as a criminal offense.

  25. 14 Chair Reva Trammell addressed Ms. Ramsey regarding her comments.
  26. 15 Staff Report
  27. 15 Yasmin Mahmood, Owner and Landlord of Gate Oaks Apartments, addressed the committee and stated her concerns regarding the illegal activity occurring within the area around Gate Oaks Apartments and safety concerns for residents.

  29. 16 Richmond Police Department (RPD) Deputy Chief Sydney Collier addressed the committee regarding Ms. Mahmood's concerns.
  30. 17 Uma Nidmarty addressed the committee and stated her concerns regarding the safety and maintenance of the Shockoe Bottom area.
  31. 18 Deputy Chief Sydney Collier requested contact information for public comment speaker Uma Nidmarty to address her concerns. Deputy Chief Collier provided the committee with additional information regarding the actions taken by RPD.
  32. 20 There were no amendments or corrections to the meeting minutes of April 23, 2024 and the committee approved the minutes as presented.
  33. 25 The following resolution was considered:
  34. 27 Rhonda Gilmer, Deputy Director of the Department of Justice Services, provided the committee with additional background information regarding RES. 2024-R020.
  35. 28 Public Hearing
  36. 29 There were no public hearing speakers.
  37. 30 There were no comments or discussions and Member Kristen Nye moved to forward RES. 2024-R020 to Council with recommendation to approve, which was seconded and unanimously approved.
  38. 36 Council staff provided the committee with the June Public Safety Standing Committee staff report.
