- 5 Call to Order
- 1. To approve of the City’s participation in the proposed settlement of opioid-related claims against Kroger, and their related corporate entities, and to direct the City Attorney to execute the documents necessary to effectuate the City’s participation in the settlements, including the required release of claims against the settling entities.
- 6 Council President Kristen Nye called the meeting to order at 4:05 p.m. and presided.
- 7 Introduction of Legislation
- 8 (i) One or more ordinances concerning the approval of Performance Grant agreements for the development and construction of affordable housing (ii) An ordinance modifying the City’s sound control program (iii) An ordinance to amend Ord. No. 2024-099, adopted May 13, 2024, which adopted the Gas Utility Budget and made appropriations, thereto, to accept $10,000,000.00 from the United States Department of Transportation, Pipeline and Hazardous Material Safety Administration for the repair, rehabilitation, and replacement of natural gas pipelines and equipment
- 8 Upon the President’s request, Deputy City Clerk RJ Warren provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency.
- 9 (iv) An ordinance declaring surplus and conveying the City-owned real estate known as 4929 Chamberlayne Avenue to The Virginia League for Planned Parenthood for a health center (v) introduce an ordinance authorizing the Chief Administrative Officer to execute certain transportation project agreements between the City and the Virginia Department of Transportation to provide funding for various transportation projects in the City

- 10 Councilor Cynthia Newbille moved to expedite consideration of the following resolution:

- 13 Traci DeShazor, Deputy Chief Administrative Officer for Human Services, provided an introduction and additional information regarding the resolution and the need for expedited consideration.

- 17 City Council will hold a public hearing on the following ordinances on Monday, July 22, 2024, at 6:00 p.m.:
- 2. To authorize the Chief Administrative Officer, for an on behalf of the City of Richmond, to execute certain transportation project agreements between the City of Richmond and the Virginia Department of Transportation to provide funding for various transportation projects in the city of Richmond.
- 3. To declare surplus and direct the conveyance of the City-owned real estate known as 4929 Chamberlayne Avenue, consisting of 0.973 ± acres, for nominal consideration to The Virginia League for Planned Parenthood, Incorporated for the purpose of facilitating the construction and operation of a health center. (3rd District)
- 4. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $10,000,000.00 from the United States Department of Transportation, Pipeline and Hazardous Material Safety Administration, and to amend the Fiscal Year 2024-2025 Gas Utility Budget, which appropriated the estimated receipts of the gas utility, by increasing estimated receipts and the amount appropriated for the gas utility by $10,000,000.00, for the purpose of providing funding for the repair, rehabilitation, and replacement of natural gas pipelines and related equipment.
- 5. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Grant Agreement between the City of Richmond, 95 APTS LLC, and the Economic Development Authority of the City of Richmond for the purpose of facilitating the construction of an affordable housing development located at 506 Maury Street. (6th District)
- 6. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Grant Agreement between the City of Richmond, Swansboro Place, LLC, and the Economic Development Authority of the City of Richmond for the purpose of facilitating the construction of an affordable housing development located at 2008 Hull Street. (8th District)
- 7. To amend and reordain City Code §§ 11-34, concerning administration and enforcement of ch. 11, art. II, 11-37, concerning violations of ch. 11, art. II, and 11-38 concerning the penalties for violation of ch. 11, art. II, for the purpose of modifying the City’s sound control program.
