  11. 6 Chair Reva Trammell called the meeting to order at 1:01 p.m., and presided.

  13. 8 Richmond Police Department (RPD) Crime Statistics
  14. 8 Assistant City Clerk Nahdiyah Muhammad provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency along with public speaker guidelines.

  16. 10 Emergency Preparedness (Hurricane Season)
  17. 10 Sarah Ramsey addressed the committee and stated her concerns regarding the Richmond Police Department's (RPD) execution of search warrants issued regarding claims of embezzlement. Ms. Ramsey provided the committee with a handout regarding her public comment.

  32. 20 Member Kristen Nye arrived at 1:10 p.m., and was seated.
  33. 21 Member Kristen Nye moved to forward the following board appointment applications to Council with a recommendation to approve, which was seconded and unanimously approved:

  35. 25 Chief of Police Rick Edwards, provided the committee with a presentation regarding Richmond Police Department (RPD) crime statistics.

  37. 28 Member Kristen Nye thanked Chief of Police Rick Edwards for providing the committee with the most recent crime statistics. Member Nye also inquired about current and anticipated speed cameras in the city.
  38. 29 Chief Rick Edwards stated that RPD has obtained permits for 13 anticipated speed cameras in the city.
  39. 30 Member Nye stated that localities now have the authority to regulate the use of all-terrain vehicles (ATVs) used illegally in the city. Member Nye inquired if RPD will be willing to use legislation as a tool to curve the illegal use of ATVs.
  40. 31 Chief Rick Edwards stated that RPD will be in contact with the City Attorney's office regarding the introduction of legislation on the illegal use of ATVs in the city.
  41. 32 Vice Chair Nicole Jones inquired about qualifications to obtain a gun safe from RPD.
  42. 33 Chief Rick Edwards stated to qualify for a gun safe, you must be a Richmond resident and have a firearm.
  43. 34 Chair Reva Trammell stated her concerns regarding Walmsley Boulevard becoming a danger for pedestrians crossing due to excessive speeding, increased traffic and lack of sidewalks. Chair Trammell also stated concerns from a city resident regarding 4-way stop signs being placed at the 1600 block of Decatur Street.
  44. 35 Chief Edwards stated that RPD is aware of the dangers for pedestrians crossing at Walmsley Boulevard. Chief Edwards also stated RPD will evaluate placing 4-way stop signs at the 1600 block of Decatur street.
  45. 36 Vice Chair Jones inquired about what steps RPD will take regarding implementing ORD. 2024-094, which modifies the city code concerning the city's sound control provisions.
  46. 37 Chief Edwards stated RPD has begun the process of enforcing ORD. 2024-094.
  47. 39 Anthony McLean, Chief Deputy Coordinator of the Department of Emergency Communications, Preparedness and Response, provided the committee with a presentation regarding emergency preparedness for the 2024 hurricane season.

  49. 46 Chair Reva Trammell stated the August Public Safety Standing Committee meeting would be cancelled.
