7. 4 At 2:08 p.m., Councilor Cynthia Newbille moved that the Council go into a closed meeting pursuant to subdivision (A)(8) of section 2.2-3711 of the Virginia Freedom of Information Act to consult with legal council employed by the city regarding a personnel matter.

10. 6 Council President Kristen Nye called the meeting to order at 2:06 p.m. and presided.
11. 8 Upon the President’s request, Deputy City Clerk RJ Warren provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency.
12. 11 The motion was seconded and approved: Ayes 5, Jordan, Jones, Trammell, Newbille, Nye. Noes None. Addison, Lynch, and Lambert had not yet arrived.
13. 12 Councilor Stephanie Lynch and Vice President Ann-Frances Lambert arrived at 2:25 p.m. and joined the closed session.
14. 13 Councilor Andreas Addison arrived at 2:52 p.m. and joined the closed session.
15. 14 Councilor Cynthia Newbille motioned to exit closed session. The motion was seconded and approved: Ayes 8, Addison, Jordan, Jones, Lynch, Trammell, Newbille, Lambert, Nye. Noes None.
16. 15 Councilors reconvened in open session at 3:51 p.m.
17. 16 CERTIFICATION OF CLOSED MEETING September 16, 2024
18. 17 WHEREAS, the Council has convened in closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and
19. 18 WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law:
20. 19 NOW, THEREFORE, BE IT RESOLVED:
21. 20 That the Council hereby certifies that to the best of each member's knowledge (i) only public matters lawfully exempt from open meeting requirements by Virginia law were discussed in the closed meeting to which this certifying resolution applies; and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Council.
