14. 8 Chair Katherine Jordan called the meeting to order at 1:00 p.m., and presided.

16. 1. To amend and reordain Ord. No. 2007-251-209, adopted Sept. 24, 2007, as previously amended by Ord. No. 2008-117-93, adopted May 27, 2008, Ord. No. 2013-117-113, adopted Jun. 24, 2013, and Ord. No. 2016-264, adopted Dec. 11, 2017, concerning the establishment of a residential permit parking district in the Carver Neighborhood, for the purpose of adding certain streets and portions of streets to the Carver Residential Permit Parking District and to modify certain conditions and permit and pass criteria. ORD. 2024-241 recommended for approval
17. 10 Upon the Chair’s request, Assistant City Clerk Kimberly Morris provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency along with public speaker guidelines

To authorize the Chief Administration Officer, for and on behalf of the City of Richmond, to execute a Grant Agreement Under the Fiscal Year 2022 Raise Grant Program between the City of Richmond and the United States Department of Transportation Federal Highway Administration for the purpose of funding the Arthur Ashe Boulevard Bridge Replacement project. 33. 25 There were no comments or discussions and Alternate Member Nicole Jones moved to forward ORD. 2024-241 to Council with a recommendation to approve, which was seconded and unanimously approved.

36. 29 M.Khara, Senior Deputy Director for the Department of Public Works, provided an introduction and additional background information regarding the proposed ordinance.

39. 32 Chair Katherine Jordan expressed gratitude to city administration for receiving grant funding for the project.
40. 33 There were no further comments or discussions and Alternate Member Nicole Jones moved to forward ORD. 2024-250 to Council with a recommendation to approve, which was seconded and unanimously approved.
41. 38 Michael Webb, Urban Forester for the Department of Public Works, provided an update on the Urban Forestry Commission, and the next steps for long-term scheduling, meeting locations and the commission's structure.
42. 39 Chair Katherine Jordan asked about the status of the Urban Forestry Master Plan and the target date for a contract.
43. 40 Mr. Webb stated the city is currently reviewing responses to a request for proposals, and that the target date is mid-November.
44. 41 Chair Jordan inquired if subcommittees will be created due to a high interest of citizens that would like to work with the commission.
45. 42 Mr. Webb stated there will be subcommittees.
46. 44 Joyce Davis, Council Policy Analyst, provided an update on the Public Utilities and Services Commission. She stated the commission had two full commission meetings, and that the three subcommittees formed are bylaws, gas, and water. She also stated that the next commission meeting is October 7, 2024.
47. 45 Chair Katherine Jordan stated commission members requested additional information, and she inquired if that information was provided.
48. 46 Ms. Davis stated she will check on the status of the request and report the findings to Chair Jordan.
49. 47 Chair Jordan asked about mayoral appointees, and if mayoral appointees are not made, can City Council appoint commission members.
50. 48 Ms. Davis stated no information is available at this time; however, she will inquire with the City Attorney's Office.
51. 49 Adam Hohl, Senior Policy Advisor for the Deputy Chief Administrative Officer for Operations, stated he will work with Ms. Davis regarding the commission appointees. He also stated City Council cannot make appointments to mayoral seats on the commission, and that he will review the legislation to confirm his statement.
52. 51 It was the consensus of the committee to change the November 27, 2024, committee meeting to November 20, 2024, and to change the December 25, 2024, committee meeting to December 11, 2024.
