  34. 22 Hannah Spector addressed Council and requested that members adopt a proposed ceasefire resolution related to the conflict in Gaza. Ms. Spector also stated her concerns regarding Council's response to the conflict.

  36. 23 Sherry Grinsteiner, Rabbi at Congregation Or Atid, addressed Council and stated her opinion about the conflict in Gaza. Rabbi Grinsteiner also stated her belief that Israel's action in Gaza was justified.

  38. 24 Christiane Riederer addressed Council about the conflict in Gaza and stated her concerns about the conflict's impact on children and noncombatants.
  39. 25 City Council is Richmond City's local legislative body and is composed of one council representative elected from each of the city's nine voter districts. Council members are elected to serve a four year term of office. Council elects one of its own to serve as the president and presiding officer for a two year term.
  40. 25 Sean Cassar, Democratic Socialists of America Richmond Chapter member, addressed Council and stated his concerns about affordable housing issues in the city. Mr. Cassar also stated his concerns about the city's funding priorities.
  41. 26 Time and Place of Meetings
  42. 26 Miguel Diaz addressed Council and stated his concerns about the conditions of his newly constructed house and other recently constructed housing in the city. Mr. Diaz also stated that his home was subject to mold mitigation and that other recently built homes suffer from poor construction that impact the health of city residents. Mr. Diaz requested that the city fully staff the Department of Planning and Development Review inspection team and establish a rental inspection district.
  43. 27 The public is invited and encouraged to attend and participate in the City Council meetings. The City Council meets in the City Hall second floor Council Chamber, in informal work session at 4:00 p.m., and in formal session at 6:00 p.m., on the second and fourth Monday during the months of January, February, March, April, May, June and September and only on the second Monday during the months of October, November and December. In the month of July, one such meeting is held on the fourth Monday of the month and in the month of August, no such meetings are held. All meetings of the Council are open to the public.
  44. 27 Tyreka Singleton addressed Council and stated her concerns about issues related to her mother's death. Ms. Singleton also requested to be provided more information regarding the death of her mother.
  45. 28 Public Comment Period
  46. 28 Charles Pearce addressed Council and stated his concerns about his complaints not being addressed by the city. Mr. Pearce also addressed his concerns about burglary, drug trafficking, trash, safety, and loud music near his parents' house.
  47. 29 The Public Comment Period is an opportunity for persons to address Council concerning the services, policies and affairs of the city and to discuss issues not on the agenda for the business meeting.
  48. 29 Kimberly Myris, New Virginia Majority member, addressed Council and stated her concerns about affordable housing in the city. Ms. Myris requested that Council and the city take action to help and provide services to residents experiencing housing instability.
  49. 30 Guidelines for Public Participation*
  50. 31 The maximum time allotted to persons speaking to any matter under consideration by the Council shall not exceed thirty (30) minutes for proponents and thirty (30) minutes for opponents. Speakers should state their full legal name, any organization(s) they represent and any economic or professional relationship(s) that would benefit by the adoption of the paper(s) they are addressing.
  51. 31 Councilor Katherine Jordan moved to amend the agenda as follows:
  52. 32 Speakers are not permitted to address or question the Council Chief of Staff, the City Attorney, the City Clerk, or any staff member directly. Questions should be directed to the President who may, at his/her discretion, solicit a response. Applause is permitted during the “Awards and Presentations” period only.
  53. 33 Persons speaking regarding agenda items are generally limited to three (3) minutes; however, no individual from the public may speak for more than ten (10) minutes total during the business meeting. Individuals may express their views in writing in lieu of an oral presentation.

  84. 61 Charles Skelly, President of the Richmond Building and Construction Trades Union Council and Business Manager of IBEW Local 666, spoke in support of ORD. 2024-186, and he stated that the trades union supported the proposed ordinance.
  85. 23. To provide for the granting by the City of Richmond to the person, firm or corporation to be ascertained in the manner prescribed by law of an easement upon, over, under, and across certain property located in Lewis Ginter Botanical Gardens at 1800 Lakeside Avenue for the construction, maintenance, and operation of improvements and associated appurtenances for the generation, distribution and transmission of electricity in accordance with a certain Right of Way Agreement.   86. 62 Malik Snipes, Laborers' International Union of North America (LiUNA!) member, spoke in support for ORD. 2024-186, and stated his desire to work a prevailing wage construction job in the city.

To provide for the granting by the City of Richmond to the person, firm or corporation to be ascertained in the manner prescribed by law of a franchise for the management of the Hopkins Road Transfer Station located at 3506 Hopkins Road and the East Richmond Road Convenience Center located at 3800 East Richmond Road in accordance with a certain Franchise Agreement.   89. 25. To amend and reordain City Code § 26-355, concerning the levy of tax on real estate, to establish a tax rate of $1.16 for the tax year beginning Jan. 1, 2025, pursuant to Va. Code § 58.1-3321(b), and increasing such rate from the Rolled Back Tax Rate of $1.136 as computed in accordance with Va. Code § 58.1-3321(a). ORD. 2024-222 continued

  95. 68 Chris Hollis, LiUNA! member, spoke in support for ORD. 2024-186, and he stated that laborers that live in the city want to work prevailing wage jobs on city construction sites.
  96. 69 Adrian Bryant, LiUNA! member, spoke in support for ORD. 2024-186, and he stated his desire to live and work a prevailing wage job in the city.
  97. 70 T. Preston Lloyd, Jr., Williams Mullen attorney, spoke in support of ORD. 2024-263, and he stated his appreciation for the work of city administration. Mr. Lloyd also stated the ordinance would help a proposed affordable housing development move forward.
  98. 71 Councilors Nicole Jones and Reva Trammell requested to be added as co-patrons of ORD. 2024-186.
  99. 72 Councilor Stephanie Lynch noted her support for ORD. 2024-186, and stated that the ordinance will help ensure that any laborer that works with the city will be sufficiently compensated.
  100. 73 Councilor Cynthia Newbille stated her support for ORD. 2024-186, and she stated that the city needed to continue its work related to collective bargaining.

  102. 77 Vice President Ann-Frances Lambert summarized the bid offers for ORD. 2024-218 from Meridian Waste Virginia, LLC, and Waste Management of Virginia, Inc.

  104. 79 Mary O'Brien, Meridian Waste Virginia, LLC Chief Marketing Officer, spoke in support of ORD. 2024-218, and stated that she believed Meridian Waste had submitted a generous bid that would provide the city with new revenue.
  105. 80 Torrence Robinson, Department of Public Works Deputy Director of Operation and Maintenance, stated that city staff recommends the franchise be awarded to Meridian Waste, LLC, because it submitted the best and highest offer.
  106. 81 Councilor Stephanie Lynch moved to accept Meridian Waste Virginia, LLC's bid and to adopt ORD. 2024-218, which was seconded and unanimously approved: Ayes 7, Jordan, Jones, Robertson, Lynch, Trammell, Newbille, Lambert. Noes None.
