  15. 8 Upon the Chair’s request, Assistant City Clerk Nahdiyah Muhammad provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency along with public speaker guidelines.

To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Non-Exclusive License Agreement between the City of Richmond and Greyhound Lines, Inc. for the purpose of granting Greyhound Lines, Inc. permission to use a portion of Main Street Station at 1500 East Main Street as a bus stop, passenger boarding, and waiting area. (7th District) ORD. 2024-256 recommended for approval

  22. 13 DEPARTMENT OF PARKS, RECREATIONAL AND COMMUNITY FACILITIES
  23. 3. To amend and reordain City Code § 2-1056, concerning the creation and composition of the Advisory Board of Recreation and Parks, for the purpose of modifying the membership and composition of the City’s Advisory Board of Recreation and Parks. ORD. 2024-265 recommended for approval
  24. 4. To provide for the granting by the City of Richmond to the person, firm or corporation to be ascertained in the manner prescribed by law of a non-exclusive easement over, under, through, upon, and across certain portions of the property known as Lewis G. Larus Park located at 3900 Beechmont Road for the laying, construction, operation, and maintenance of underground conduits and cables and all equipment, accessories, and appurtenances necessary to provide electrical service for the property known as Lewis G. Larus Park located at 3900 Beechmont Road, in accordance with a certain Right of Way Agreement. (4th District) ORD. 2024-266 recommended for approval

To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Capital Region Land Conservancy Grant Contract between the City of Richmond and Capital Region Land Conservancy, Inc. for the purpose of providing a grant to Capital Region Land Conservancy, Inc. for the acquisition and transfer of real property to the City of Richmond. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept a donation of two road murals, one to be installed at the intersection of North 27th Street and Nine Mile Road and one to be installed at the intersection of North 28th Street and U Street, and maintenance services, all valued at approximately $38,820.00 from Bon Secours - Richmond Community Hospital LLC for the purpose of supporting Bon Secours - Richmond Community Hospital LLC’s Community Today, Community Tomorrow: Pathway to Wellness in the East End strategy.   30. 18 Member Ann-Frances Lambert moved to continue consideration of applications for the vacancy on History and Culture Commission to the November 19, 2024 Land Use, Housing and Transportation Standing Committee meeting, and applications for one of the vacancies on the Board of Commissioners of the Richmond Redevelopment and Housing Authority to the December 17, 2024 Land Use, Housing and Transportation Standing Committee meeting, and to forward the following board appointment and reappointment applications to Council with a recommendation to approve, which was seconded and unanimously approved.

To authorize the Chief Administrative Officer to issue a grant, loan, or a combination thereof from the City’s HOME - ARP Special Fund in the amount of $4,964,725.90, and to authorize the Chief Administrative Officer, for and on behalf of the City, to execute all necessary documents to effect such issuance for the purpose of financing the construction of the Rady Street Apartments project.   43. 26 The following ordinance was considered:
  44. 28 Dironna Moore Clarke, Department of Public Works (DPW) Deputy Director of the Office of Equitable Transit and Mobility, provided an introduction and additional background information regarding the proposed ordinance.

  47. 31 Member Ann-Frances Lambert inquired about the location as a bus stop, passenger boarding, and waiting area.
  48. 32 Ms. Clarke stated the original renovations of Main Street Station included a bus stop, passenger boarding, and waiting area. Ms. Clarke provided the committee with additional information regarding the waiting and boarding area for Greyhound buses.
  49. 33 Member Lambert asked when Greyhound Lines will begin utilizing Main Street Station.
  50. 34 Ms. Clarke stated that Greyhound Lines has currently been utilizing Main Street Station under a 90-day agreement.
  51. 35 Vice Chair Ellen Robertson asked what will happen to the previous bus station on Arthur Ashe Blvd.
  52. 36 Ms. Clarke stated that Twin Lakes Holdings owns the previous bus station and it is set to be demolished at the beginning of 2025.
  53. 37 Sharon Ebert, Deputy Chief Administrative Officer (DCAO) for Planning and Economic Development, stated the Department of Planning and Development Review has received an application from the owner to redevelop the site into multi-family residential housing.
  54. 38 Vice Chair Robertson inquired as to wheter the Greater Richmond Transit Company (GRTC) will be using Main Street Station as a transfer site with Greyhound Lines.
  55. 39 Ms. Clarke stated that Main Street Station will not be a good hub for GRTC local transit due to the route and accessibility of Main Street Station. Ms. Clarke provided the committee with additional information regarding the accessibility and route of Main Street Station for local transit.
  56. 40 Chair Andreas Addison stated his concerns about the effect Greyhound buses will have on local traffic patterns. Chair Addison requested additional information regarding traffic patterns for the buses. Chair Addison also stated there could be concerns from city residents due to the increased traffic.
  57. 41 Ms. Clarke stated that there have been local buses that travel on Cary Street. Ms. Clarke also stated that the development of the bus routes has allowed for better traffic conditions and most of the buses will be traveling late at night or early in the day. Ms. Clarke further stated that Greyhound has been utilizing the new route for the past 60 days.
  58. 42 Ms. Clarke further discussed the proposed ordinance with the committee.
  59. 43 There were no further comments or discussions and Vice Chair Ellen Robertson moved to forward ORD. 2024-256 to Council with recommendation to approve, which was seconded and unanimously approved.

  61. 46 Sven Philipsen, 2nd District Council Liaison, provided an introduction and additional background information regarding the proposed ordinance.

  64. 49 Member Ann-Frances Lambert and Vice Chair Ellen Robertson stated that due to Council's current moratorium on street block designations, ORD. 2024-257 should be continued.
  65. 50 There were no further comments or discussion and Vice Chair Ellen Robertson moved to continue ORD. 2024-257 to the November 19, 2024 Land Use, Housing and Transportation Standing Committee meeting, which was seconded and unanimously approved.

  70. 56 Member Ann-Frances Lambert inquired about the current composition of the Advisory Board of Recreation and Parks, and the total adjustments proposed.
  71. 57 Mr. Frelke stated that the board currently has 12 members and the total number of members will remain 12. Mr. Frelke also stated the proposal is to change some of the seat designations. Mr. Frelke further stated that the board will have 1 member from all nine districts and the Maymont Foundation, and two at large memberships.
  72. 58 There were no further comments or discussions and Vice Chair Ellen Robertson moved to forward ORD. 2024-265 to Council with recommendation to approve, which was seconded and unanimously approved.

  84. 73 Monica Kinsey, Planner Secretary of the Public Art Commission, provided an introduction and additional background information regarding the proposed ordinance.

  87. 76 Member Ann-Frances Lambert inquired about example designs for the road murals stated in the proposed ordinance.
  88. 77 Ms. Kinsey stated that there are design examples outlined in the proposed ordinance and that some site locations and designs for the road murals are subject to change.
  89. 78 Chair Andreas Addison inquired about developing more road murals throughout the city.
  90. 79 Ms. Kinsey stated that the Department of Public Works (DPW) recently started a program called Richmond Connects along with an additional program called Lighter, Quicker, Cheaper, to bring more road murals into the city. Ms. Kinsey also stated that she will provide the committee with additional information.
  91. 80 There were no further comments or discussions and Member Ann-Frances Lambert moved to forward ORD. 2024-267 to Council with recommendation to approve, which was seconded and unanimously approved.

  93. 83 Loren Brown, Senior Project Development Manager for Housing and Community Development, provided an introduction and additional background information regarding the proposed ordinance.

  96. 86 Vice Chair Ellen Robertson stated her support for the proposed ordinance.
  97. 87 Member Ann-Frances Lambert inquired if all the requested funding stated in the proposed ordinance will be used for the stated development. Member Lambert also inquired if there will be any commercial space available underneath the housing units.
  98. 88 Mr. Brown stated all of the requested funding referenced in the proposed ordinance will be used for the construction of the development. Mr. Brown also stated all of the units will be used for housing and will not have any commercial spaces.
  99. 89 There were no further comments or discussions and Vice Chair Ellen Robertson moved to forward ORD. 2024-268 to Council with recommendation to approve, which was seconded and unanimously approved.
