- 8 Council President Kristen Nye called the meeting to order at 4:05 p.m. and presided.
- 10 Upon the President’s request, Council Management Analyst Lisa Braxton provided information on the appropriate manner in which the Council Chamber is to be evacuated in the event of an emergency.

CAO Saunders stated that city administration will continue to work with Councilor Trammell regarding an incomplete development project in her district. 33. Res. 2024-R034 – retained on the Consent Agenda 34. Res. 2024-R036 – retained on the Consent Agenda 35. Res. 2024-R037 – retained on the Consent Agenda 36. Res. 2024-R038 – retained on the Consent Agenda Regular Agenda: 37. Ord. 2024-187 – to be continued to Monday, January 13, 2025 Chief Administrative Officer Lincoln Saunders informed Council that Ord. 2024-187 required a fiscal offset be identified prior to its adoption due to the proposed legislation’s projected effective date of January 1, 2025. Councilor Stephanie Lynch stated that she would continue to advocate for Ord. 2024-187 in the absence of the chief patron. Councilor Robertson suggested Ord. 2024-187 be continued to allow for the introduction of an amendment that would alter the effective date to July 1, 2025, averting the need for a revenue offset. 38. Ord. 2024-218 – retained on the Regular Agenda 39. Ord. 2024-282 – retained on the Regular Agenda Councilor Ellen Robertson provided an introduction of Ord. 2024-282 and asked for her colleagues’ support to adopt the special use permit despite the Planning Commission’s recommendation to deny. Vice President Ann-Frances Lambert requested to be added as a co-patron of Ords. 2024-297, 2024-298 and 2024-302. Councilor Cynthia Newbille requested to be added as a co-patron of Ords. 2024-298 and 2024-300. Councilor Robertson requested to be added as a co-patron of Ords. 2024-300 and 2024-316. There were no further comments or discussions concerning Consent and Regular Agenda items reviewed.
