Ord. 2024-188 – retained on Regular Agenda Councilor Ellen Robertson raised concern regarding the proposed continuance of Ord. 2025-173 to the October 14, 2025 Council meeting, and stated that the delay could possibly risk the financing of low-income tax credits. Councilor Kenya Gibson stated that she requested the continuance to allow an opportunity to have additional conversation within her district surrounding Ord. 2025-173. After discussion, it was the consensus of Council to continue Ord. 2025-173, instead\, to the September 22, 2025 Formal Session of Council. There were no further comments or discussions concerning Consent and Regular Agenda items reviewed.
  21. 19 Pamela Nichols, Council Management Analyst, reviewed a list of recommended Civilian Review Board appointments provided by Joseph Lowery, CRB Senior Manager. A copy of the information provided has been filed.
  22. 21 Councilor Kenya Gibson questioned the recommendation of appointing individuals currently serving or had previously served on other Council’s boards and commissions. Councilor Gibson stated that she would have preferred giving individuals that had never served on a board an opportunity, while mentioning the possibility of a conflict of interest. Vice President Katherine Jordan emphasized the need to appoint experienced individuals to serve on the Civilian Review Board, and motioned to forward the following suggested appointments for the specified term to the September 22, 2025 Formal Session of Council for appointment: Council Selection Term Evan Feinman 3 years Jannie “Yannie” Hawkins 3 years Angela Fontaine 2 years Rafaella Sale 1 year The motion was seconded and unanimously approved.

  24. 23 Revisiting a docket review item, Councilor Ellen Robertson expressed gratitude for efforts regarding Ord. 2025-188, and stated that she will support the proposed legislation based on the future introduction of legislation addressing delinquent tax sales and funding allocation for affordable housing. Councilor Reva Trammell requested an analysis of the Affordable Housing Trust Fund as well as the city’s delinquent tax roll.
  25. 25 Prior to the adjournment of the meeting, Councilor Kenya Gibson shared that several important emails had been forwarded to her junk mailbox, and she requested a resolution for the issue. There being no further business, the meeting adjourned at 4:36 p.m.
