  9. 5 Amy Popovich, deputy chief administrative officer – Human Services, introduced Alyson Saylors, Neighborhood and Community Services human services manager, who provided an update regarding homeless services and the city’s strategic plan to end homelessness, which she stated she expects will be completed late Spring 2026. The update included the Greater Richmond Region’s current homelessness data and trends, and the city’s shelter and housing capacity as well as information regarding the impact of the federal government shutdown

  21. 20 Councilor Stephanie Lynch commented on the Greater Richmond Region’s lower per capita rate of homelessness compared to other cities and suggested that there was a discrepancy with the number of unhoused individuals captured in the analysis. Councilor Lynch inquired regarding the intake process of the Salvation Army inclement weather shelter and asked that there be better communication surrounding resources for unhoused families. Ms. Lynch requested additional information pertaining to permanent supportive housing and its funding.

  23. 22 Ms. Saylors provided an update regarding the encampment on Grace Street. Councilor Ellen Robertson, inquiring regarding fiscal year 2025 homeless services analysis and the anticipated reduction in permanent supportive housing funding from HUD, asked for the city’s response to the potential shortfall. DCAO Amy Popovich clarified the city’s role and its partnership with the Greater Richmond Continuum of Care for ensuring the preservation of existing permanent supportive housing and shelter options. Councilor Kenya Gibson, commenting on a recent embezzlement case of city funds by a homeless services provider, asked for an update and specific details surrounding the case, and the city’s efforts to combat potential offenses by other providers.
  24. 24 Prior to adjourning the meeting, Council Chief of Staff RJ Warren provided Council with the final draft of the City of Richmond Legislative Agenda for the 2026 General Assembly session and stated that legislation will be drafted for introduction and adoption.
