- 24 City Council is Richmond City's local legislative body and is composed of one council representative elected from each of the city's nine voter districts. Council members are elected to serve a four year term of office. Council elects one of its own to serve as the president and presiding officer for a two year term.
- 25 Time and Place of Meetings
- 26 The public is invited and encouraged to attend and participate in the City Council meetings. The City Council meets in the City Hall second floor Council Chamber, in informal work session at 4:00 p.m., and in formal session at 6:00 p.m., on the second and fourth Monday during the months of January, February, March, April, May, June and September and only on the second Monday during the months of October, November and December. In the month of July, one such meeting is held on the fourth Monday of the month and in the month of August, no such meetings are held. All meetings of the Council are open to the public.
- 27 Public Comment Period
- 28 The Public Comment Period is an opportunity for persons to address Council concerning the services, policies and affairs of the city and to discuss issues not on the agenda for the business meeting.
- 29 Guidelines for Public Participation*
- 30 The maximum time allotted to persons speaking to any matter under consideration by the Council shall not exceed thirty (30) minutes for proponents and thirty (30) minutes for opponents. Speakers should state their full legal name, any organization(s) they represent and any economic or professional relationship(s) that would benefit by the adoption of the paper(s) they are addressing.
- 31 Speakers are not permitted to address or question the Council Chief of Staff, the City Attorney, the City Clerk, or any staff member directly. Questions should be directed to the President who may, at his/her discretion, solicit a response. Applause is permitted during the “Awards and Presentations” period only.
- 32 Persons speaking regarding agenda items are generally limited to three (3) minutes; however, no individual from the public may speak for more than ten (10) minutes total during the business meeting. Individuals may express their views in writing in lieu of an oral presentation.

- 37 Items listed on the Consent Agenda are considered routine and non-controversial. The Consent Agenda provides a method for the expeditious handling of items that do not require discussion and will be approved unanimously by a single roll-call vote of the Council. The public may speak to any item on the Consent Agenda when the public hearing is announced by the President.
- 1. To authorize the special use of the property known as 3618 Hawthorne Avenue for the purpose of a four-unit multifamily dwelling and six single-family attached dwellings, upon certain terms and conditions. (3rd District)
- 2. To amend City Code § 2-772, concerning the filing of statements of economic interests, for the purpose of requiring more detailed disclosure forms of members of certain boards and commissions [with the power to issue bonds or expend funds in excess of $10,000 in any fiscal year]. (As Amended)

To amend City Code § 2-1352, concerning general requirements of the open data portal, to prohibit charging fees for requesting information required to be posted in the open data portal pursuant to section 2-1360 and to amend ch. 2, art. VII, div. 4 of the City Code by adding therein a new section 2-1360, concerning required datasets, for the purpose of requiring publication of certain datasets in the open data portal. (As Amended)

To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a First Amendment to Maymont Foundation Operating Agreement between the City of Richmond and the Maymont Foundation for the purpose of allowing the Maymont Foundation to continue managing, maintaining, operating, and improving Maymont Park in the city of Richmond.

To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Non-Exclusive License Agreement between the City of Richmond and FlixBus, Inc. for the purpose of granting FlixBus, Inc. permission to use a portion of Main Street at 1500 East Main Street as a bus stop, passenger boarding, and waiting area. (7th District)
- 8. To declare a public necessity for and to authorize the acquisition by gift of the parcels of real property known as 313 South Harrison Street and 1112 Idlewood Avenue from the Richmond Redevelopment and Housing Authority for the purpose of creating a permanent public park. (5th District)

To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the total amount of $728,695.00 from the Virginia Department of Transportation and to amend Ord. No. 2025-058, adopted May 12, 2025, which accepted a program of proposed Capital Improvement Projects for Fiscal Year 2025-2026 and the four fiscal years thereafter, adopted a Capital Budget for Fiscal Year 2025-2026, and determined a means of financing the same, to appropriate the increase to the Fiscal Year 2025-2026 Capital Budget by increasing estimated revenues and the amount appropriated to the Department of Public Works Bike Lanes/Boulevard (Street Conversions) project in the Transportation - Federal/State/Regional category by $728,695.00 for the purpose of funding the Bike Lanes/Boulevard (Street Conversions) project.
- 10. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $3,817.00 from the National Recreation and Park Association and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Parks, Recreation, and Community Facilities’ Grant - Mentoring Opportunities for Youth Initiative Special Fund by $3,817.00 for the purpose of providing services to youth impacted by and at risk for substance misuse.
- 11. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $15,000,000.00 from the Commonwealth of Virginia, and to amend the Fiscal Year 2025-2026 Special Fund Budget by creating a new special fund for the Department of Economic Development called “CoStar Special Fund,” and appropriating the increase to the Department of Economic Development’s CoStar Special Fund by $15,000,000.00, for the purpose of funding the development of infrastructure at CoStar Realty Information, Inc.’s existing and planned facilities located at 501 South 5th Street and 600 Tredegar Street in the city of Richmond.
- 12. To authorize the Chief Administrative Officer to accept funds in the amount of $25,000.00 from AARP, to amend the Fiscal Year 2025-2026 Special Fund Budget by creating a new special fund for the Department of Public Works called the “AARP Community Challenge Special Fund,” and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Public Works’ “AARP Community Challenge Special Fund” by $25,000.00, for the purpose of funding the planning, design, construction, and implementation of a bus boarding platform.
- 13. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to enter into the Twenty-Eighth Commercial Area Revitalization Effort Program Cooperation Agreement between the City of Richmond, Virginia, and the Economic Development Authority of the City of Richmond for the purpose of providing for the operation of the Commercial Area Revitalization Effort (“CARE”) Program.
- 14. To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $18,319.00 from the Virginia Department of Fire Programs, and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Fire and Emergency Services’ State Fire Programs Special Fund by $18,319.00 for the purpose of providing funding for training, training centers, equipment, and protective clothing for firefighters.
- 15. To amend Ord. No. 2025-057, adopted May 12, 2025, which adopted the Fiscal Year 2025-2026 General Fund Budget and made appropriations thereto, by transferring $284,175.00 from the Council Chief of Staff, and appropriating such transferred funds to the Chief Administrative Offices for the purpose of supporting the participatory budgeting process.
- 16. To amend and reordain Ord. No. 75-309-302, adopted Dec. 15, 1975, as most recently amended by Ord. No. 2025-154, adopted July 28, 2025, pertaining to the “Stony Point Community Unit Plan,” for the purpose of amending the development standards as they pertain to Map Section F of the Southern Portion of the Plan, which allowed a commissary kitchen as a permitted use on the property known as 9221 Forest Hill Avenue, to amend the development standards as they pertain to Map Section D of the Northern Portion of the Plan, to allow up to 28 single-family attached dwellings as a permitted use on the property known as 9040 Stony Point Parkway. (4th District)
- 17. To amend and reordain Ord. No. 2018-012, adopted Feb. 12, 2018, as previously amended by Ord. No. 2019-206, adopted Sept. 9, 2019, which authorized the special use of the property known as 10 West Leigh Street for the purpose of permitting a multifamily dwelling with up to 14 dwelling units, modified the parking requirements for 10 West Leigh Street, and excepted the properties known as 12 West Leigh Street, and 14 ½ West Leigh Street from certain lot area and width and open space requirements, upon certain terms and conditions, to eliminate the parking requirements. - 18. To amend Ord. No. 2023-266, adopted Oct. 10, 2023, which authorized the special use of the properties known as 2500 North Lombardy Street, 2510 North Lombardy Street, 2516 North Lombardy Street, 2530 North Lombardy Street, 2532 North Lombardy Street, 2534 North Lombardy Street, and 2536 North Lombardy Street for the purpose of exceeding the inclined plane height for a mixed- use building, upon certain terms and conditions, to extend the date by which an application for the building permit shall be made. To declare a public necessity to amend ch. 30 of the City Code and to initiate an amendment to the City’s zoning ordinance to make such lawful changes as may be necessary to establish a civil penalty for the razing, demolition, or moving of a building or structure that is located in a City old and historic district in violation of the City’s zoning ordinance, as authorized by Va. Code § 15.2-2306(F).

- 29. To declare surplus and direct the conveyance of City-owned real estate known as 8790 Strath Road in Henrico County, consisting of 0.899± acres, for $6,500.00 to Jonathan McQuinn and Delores McQuinn for private use.

To provide for the granting by the City of Richmond to the person, firm or corporation to be ascertained in the manner prescribed by law of an easement upon, over, under, and across certain property known as 510 East 4th Street for the construction, maintenance, and operation of improvements and associated appurtenances for the generation, distribution and transmission of electricity in accordance with a certain Right of Way Agreement. - 31. To amend City Code § 2-1351, concerning definitions related to open data and a transparency program, and to amend ch. 2, art. VII, div. 4 of the City Code by adding therein a new section 2-1361, concerning a Freedom of Information Act request library, for the purpose of establishing an online Freedom of Information Act library. To declare surplus, and to authorize and request the Chief Administrative Officer to seek offers, bids, or proposals by solicitation for the City-owned property located at 8790 Strath Road for the purpose of facilitating the solicitation of offers by invitation for bids or request for proposals pursuant to and in accordance with either City Code §§ 8-61 or 8-62.
- 34. To request that the Mayor (i) propose an annual budget for Fiscal Year [2026-2027] 2027-2028 that recommends a real estate tax levy of $1.16 per $100 of assessed value as a means of tax relief for residents who pay real estate taxes and as affirmation of the City’s commitment to live within its fiscal means, and (ii) provide estimates of additional revenue and planned expenditures if the real estate tax levy for Fiscal Year 2027-2028 were $1.20 per $100 of assessed value.
