Closed session pursuant to Virginia Code Sections 2.2-3711.A (.1),(.3), and (.8) to discuss appointments as listed on the agenda and the attendance of appointees to the Economic Development Authority, Hampton Redevelopment and Housing Authority, Citizens Police Advisory Group, Citizens Engagement and Review Commission and the Parks and Recreation Advisory Committee; the disposition of publicly held property in the Downtown area of the City where discussion in an open meeting would adversely affect the bargaining or negotiating strategy of the City; and to consult with legal counsel employed or retained by the City regarding a development agreement, which requires the provision of legal advice by such counsel.
