Closed session pursuant to Virginia Code Sections 2.2-3711.A (.1) ,(.3), and (.8) to consider appointments as listed on the agenda; to discuss the acquisition and/or disposition of publicly-held real property in the Downtown, Phoebus, and Greater Wythe areas where discussion in an open meeting would adversely affect the bargaining or negotiating strategy of the City; and to consult with legal counsel employed or retained by the city regarding the regulation of short-term rental properties and the dredging of waterways which require the provision of legal advice by such counsel.
