Closed session pursuant to Virginia Code Sections 2.2-3711.A (.3), (.7) and (.19) to discuss the disposition of real property for a public purpose in in the Shell Road corridor where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, to consult with legal counsel pertaining to probable litigation where such consultation or briefing in an open meeting would adversely affect the negotiating or litigating posture of the City and to discuss information subject to the exclusion in subdivision (2) or (14) of §2.2-3705.2 of the Virginia Code, where discussion in an open meeting would jeopardize the safety of any person or persons.
