Closed session pursuant to Virginia Code Sections 2.2-3711.A .1, .3, and .8 to discuss appointments as listed on the agenda and year-end performance evaluations of the City Manager, City Attorney and the City Clerk; to discuss the disposition of publicly held real property in the Kecoughtan Road Corridor where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City; and to discuss specific legal matters pertaining to an existing development agreement, city codes pertaining to parking, and new state laws going into effect July 1, 2020 regarding zoning and the regulation of wetlands, all of which require the provision of legal counsel.
