Closed session pursuant to Virginia Code Sections 2.2-3711 A.3 and .8 to discuss the acquisition of real property for a public purpose and the disposition of publicly held real property in the areas of Lincoln Park, Buckroe, Kecoughtan Corridor, Downtown Hampton, King Street, Coliseum Central, and Phoebus, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City; and consultation with legal counsel employed or retained by a public body regarding specific legal matters concerning a development agreement requiring the provision of legal advice by such counsel.
