Closed session pursuant to Virginia Code Sections 2.2-3711.A.1 and .5 to discuss appointments to the Thomas Nelson Community College Board of Trustees and to discuss a prospective business of the expansion of an existing business where no previous announcement has been made of the business' interest in locating or expanding its facilities in Hampton, and to discuss the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the city would be adversely affected.
