  15. 4.5 Budget Adjustment: The Office of Homelessness and Criminal Justice Reform requests to recognize $83,042 in grant funding from the U.S. Department of Housing and Urban Development (HUD).   16. 4.6 Budget Adjustment: Animal Services requests a budget shift of $268,909 from the personnel to the operations unit for the Mobile Community Pet Support Program. This shift involves the elimination of 2.0 FTEs.
