  13. 12 1. Mr. Casper stated that it’s almost time for the Epic Summer Experience, which is a free program for teens ages 12 to 17. It’s a fun and safe way for young people to stay active, make friends, and enjoy their summer break. Since launching in 2023, thousands of teens have taken part in the experience. This year’s event will be held from 6:00 p.m. to 8:00 p.m. on July 21, 2026, and July 23, 2026, at Terry Middle School, 2351 Edwards Church Road, and July 28, 2026, and July 30, 2026, at Florence Recreation Center, 2501 Whitson Way. Each evening features free food, games, arts and crafts, open gym, inflatables, music and more. No registration is required, just show up.

  17. 16 2. Mr. Green announced that two important events are happening on Saturday, July 11, 2026. There will be a Public Open House for the North Gus Thomasson Corridor Study, from 10:00 a.m. to 1:00 p.m., at the Mesquite Elks Lodge, 4201 Gus Thomasson Road. This is an opportunity to review plans and give feedback for the future of the North Gus Thomasson Road corridor. Also, on that day, the 4th Annual Keep Mesquite Beautiful Monarch Fest will be held from 10:00 a.m. to 3:00 p.m. at the Mesquite Arts Center, 1527 North Galloway Avenue. This free event includes a vendor market, food trucks, live butterfly house, costume contest and more. To sign up as a sponsor, to participate in the contests, or for more details, visit www.KeepMesquiteBeautiful.org. 3. Ms. Rodriguez-Ross stated that the Annual Spread the Love campaign is currently underway. The City and Sharing Life are asking for donations of peanut butter and jelly so Mesquite kids can have nutritious meals over the summer. Some kids have nut allergies, so consider donating alternative butters such as sunflower seed butter or pumpkin seed butter. Visit www.cityofmesquite.com/SpreadTheLove to find donation sites and more. 4. Mr. Hubacek stated that July is National Parks and Recreation Month and there are celebrations all month long. There will be a wide variety of activities for all ages to enjoy at City parks, pools, and recreation centers including “Luau at the Lake” on Friday, July 10, 2026, at 7:00 p.m., at City Lake Aquatic Center, 200 Parkview Street. Enjoy swimming, games, concessions will be available for purchase, Lilo and Stitch meet-and-greet, and free lei necklaces while supplies last. At dusk, watch “Lilo and Stitch.” Arrive early because admission is free but is limited to the first 500 guests. 5. Mr. Smith stated that every year, the City of Mesquite makes the Annual Water Quality Report available to water customers as required by the Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ). The City strives to provide high-quality drinking water that is safe and reliable to customers and maintains a “superior” water system rating. Mr. Smith announced that today is he and his wife’s 37th wedding anniversary. 7. Mr. Murden stated that you may have noticed that there has been an increase in the number of homeless people in Mesquite. And because of the heat and humidity, summertime is very challenging for the unsheltered. We know that many of you want to help. However, the most effective way to do that is to work with the City that has staff, resources and partners available to arrange transportation to shelters for unsheltered individuals, connect them with support agencies, and help them reunite with family members or friends. Your good intentions of giving cash or items directly to the unsheltered may actually cause the cycle of homelessness to continue and keep people from getting the long-term help they need. Please visit www.cityofmesquite.com/Homeless to find out how you can volunteer, donate and “Give Wisely.” 8. Mayor Alemán stated that there is still time to join the Mayor’s Summer Reading Challenge. The program runs through Friday, July 31, 2026, and includes lots of prizes and ends with a pizza party for those who make the 1,000-page goal. See details at www.cityofmesquite.com/Library. 9. Mayor Alemán invited citizens to attend the next Town Hall Tuesday Meeting, from 6:30 p.m. to 7:30 p.m., on July 14, 2026, at City Hall, 757 North Galloway Avenue, in Training Rooms A & B, to discuss the budget process. Also, citizens are invited to complete the online Budget Survey through Friday, July 10, 2026. Your feedback will be shared with City leadership and considered during the budget planning process. (One response in favor and none in opposition to the application has been received from property owners within the statutory notification area.   49. 15 Conduct a public hearing and consider an ordinance amending the City Code by making a Mesquite Zoning Ordinance text amendment, ZTA No. 2026-01, thereby revising Appendix C (Mesquite Zoning Ordinance), by making additions and deletions to certain sections in Parts 1, 1-A, 3, and 6; and amending the Mesquite City Code by making additions and deletions to certain sections in Chapter 10 (Offenses - Miscellaneous), under Article III (Noise), all for the purpose of revising and establishing regulations related to and for Data Centers and related uses such as Battery Energy Storage Systems (“BESS”), and Accessory Backup Generators, and other general updates related thereto including, but not limited to, use-specific development standards, glare and lighting performance standards, landscape requirements, off-street parking regulations, definitions, and noise standards; and prohibiting Cryptocurrency Mining as a primary use or accessory use in all districts; and revising Appendix D - Comprehensive Fee Schedule for updated fees associated with said amendments. 26-8284 Postponed Pass

  57. 48 Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager, City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and commissions, and City officers or other employees. A complete list of the members of the City boards and commissions is on file in the City Secretary’s office.
