  9. 9 Mayor Alemán announced that the City Council would meet in Executive Session pursuant to Section 551.087 of the Texas Government Code to consider commercial or financial information regarding business prospects or projects (Item No. 17 – Discuss an economic development project in a City-owned building in Downtown Mesquite); whereupon, the City Council proceeded to meet in Council Conference Room. After the closed meeting ended at 7:28 p.m., the City Council reconvened in Open Session. No executive action was necessary.

  17. 16 1. Mr. Casper invited citizens and their pets to the Annual Doggie Splash Day event on Saturday, August 8, 2026, from 9:00 a.m. to Noon, at Vanston Pool, 2913 Oates Drive. Pets can compete in lots of fun contests. Proof of current vaccinations will be required for all dogs, and pets must be accompanied by a responsible person age 16 or older. Lifeguards will be on duty. Visit www.cityofmesquite.com/DoggieSplashDay for details and admission prices. 2. Mr. Green stated that it’s almost time for the Epic Summer Experience. This is a free program for teens age 12 to 17. It’s a fun and safe way for young people to stay active, make friends, and enjoy their Summer break. Since launching this event in 2023, thousands of teens have taken part in the experience. This year’s event will be held on July 21st and 23rd, from 6:00 p.m. to 8:00 p.m., at Rutherford Recreation Center, 900 Rutherford Drive, and July 28th and 30th at Florence Recreation Center, 2501 Whitson Way. Each evening features free food, games, arts and crafts, open gym, inflatables, music and more. No registration is needed, just show up. Learn more at www.cityofmesquite.com/EpicSummerExperience. 3. Ms. Rodriguez-Ross announced that the Downtown Market is now the Night Market. It’s an effort to escape the brutal summer heat. The Night Market is held every Saturday, from 5:00 p.m. to 9:00 p.m., through August. You’ll find locally grown produce, baked goods, bath and body products, food vendors and much more. Also, the “Off the Rails” Concert Series, hosted by the Mesquite Arts Center, will provide live music while you shop. The music starts at 7:00 p.m., at Front Street Station, 100 West Front Street. 4. Mr. Hubacek stated that Summertime is very challenging time for the unsheltered. Many citizens want to help but the most effective way to do that is to work with the City. The City has staff, resources and partners available to arrange transportation to shelters for unsheltered individuals, connect them with support agencies, and help them reunite with family members or friends. Good intentions of giving cash or items directly to the unsheltered may actually cause the cycle of homelessness to continue and keep people from getting the long-term help they need. Please visit www.cityofmesquite.com/Homeless to find out how you can volunteer, donate and “Give Wisely.” 5. Mr. Smith stated that the Annual Spread the Love campaign is still in need of your help. The City and Sharing Life are asking for donations of jars of peanut butter and jelly so Mesquite kids can have nutritious meals over the summer. Some kids have nut allergies, so consider donating alternative butters such as sunflower seed butter and pumpkin seed butter. Mr. Murden announced that the Mesquite Animal Shelter is once again participating in the National Clear the Shelters campaign. On Saturday, August 22, 2026, from 10:00 a.m. to 5:30 p.m., the Shelter will host a special one-day adoption event – waiving all fees. Besides the one-day event, the Shelter is offering a spin-the-wheel promotion for all available animals in August. After choosing the perfect pet, adopters can spin the wheel to see what the fee will be – ranging from $40.00 to $100.00. 7. Mayor Alemán stated that the City of Mesquite and Mesquite Independent School District have collaborated to create a leadership development program for citizens called Project LEAD. This is a great way to get involved and can be a path to civic leadership and provide additional ways to engage within the community. Project LEAD is a three-month program – from September through December – where participants meet monthly – and learn ways they can make a difference throughout the community.   22. 20 At this time, any individual wishing to discuss any matter on the agenda shall be allowed to speak for a length of time not exceeding three minutes on a first-come, first-served basis. Citizens addressing the Council through a translator will be allowed six minutes. Anyone desiring to speak on an item scheduled for a public hearing is requested to hold their comments until the public hearing on that item.

  45. 14 Conduct a public hearing and consider an ordinance for Zoning Application No. Z0526-0452, submitted by Veronica Morales, for a change of zoning from R-3 Single Family Residential to R-3 Single Family Residential with a Conditional Use Permit to allow an Accessory Dwelling Unit with modifications to reduce the minimum lot size requirement from 21,780 square feet to 7,800 square feet, and reduce the required number of parking spaces from four parking spaces to two parking spaces located at 1303 Buena Vista Street. (Seven responses in favor and none in opposition to the application have been received from property owners within the statutory notification area.   46. 15 Conduct a public hearing and consider a resolution approving the terms and conditions of a program to promote local economic development and stimulate business and commercial activity in the City, authorizing the City Manager to finalize and execute an Economic Development Program Agreement (Chapter 380 Agreement) and related Lease Agreement for such purposes with Grounded LLC, for the development of a restaurant and retail business in a City-owned building located in downtown Mesquite at 211West Main Street, Mesquite, Texas (the “Premises”), providing for the lease of the Premises with an option to purchase the Premises for such price and upon such terms and conditions as set forth in the Agreement and Lease, and authorizing the City Manager to administer the Agreement and Lease on behalf of the City. 26-8304 Approved Pass

  48. 16 Conduct a public hearing and consider an ordinance amending the City Code by making a Mesquite Zoning Ordinance text amendment, ZTA No. 2026-01, thereby revising Appendix C (Mesquite Zoning Ordinance), by making additions and deletions to certain sections in Parts 1, 1-A, 3, and 6; and amending the Mesquite City Code by making additions and deletions to certain sections in Chapter 10 (Offenses - Miscellaneous), under Article III (Noise), all for the purpose of revising and establishing regulations related to and for Data Centers and related uses such as Battery Energy Storage Systems (“BESS”), and Accessory Backup Generators, and other general updates related thereto including, but not limited to, use-specific development standards, glare and lighting performance standards, landscape requirements, off-street parking regulations, definitions, and noise standards; and prohibiting Cryptocurrency Mining as a primary use or accessory use in all districts; and revising Appendix D - Comprehensive Fee Schedule for updated fees associated with said amendments.   59. 48 Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager, City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and commissions, and City officers or other employees. A complete list of the members of the City boards and commissions is on file in the City Secretary’s office.

  61. 50 Pursuant to Section 551.087 of the Texas Government Code, the City Council will meet in closed session to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations or to deliberate the offer of a financial or other incentive to such a business prospect.
