  16. 15 2. Mr. Casper stated that throughout July and August, the Downtown Mesquite Market becomes the Night Market. For some family fun and to support the local economy, make plans to stop by the Downtown Mesquite Night Market this Saturday, August 8, 2026, from 5:00 p.m. to 9:00 p.m., at Front Street Station, 100 West Front Street. You’ll find vendors, artisans and much more. In conjunction with the market, the “Off the Rails” Concert Series, hosted by the Mesquite Arts Center, will entertain shoppers. Also, at this weekend’s market, you can help Mesquite plan for the future by providing input on the new Comprehensive and Strategic Plan. Be part of the community-wide planning effort that will help guide future decisions about Roads, Housing, Economic Development and more. Ms. Rodriguez-Ross announced that the Annual Doggie Splash Day event will be held on Saturday, August 8, 2026, from 9:00 a.m. to Noon, at Vanston Pool, 2913 Oates Drive. There will be lots of fun contests and adorable moments. Proof of current vaccinations will be required for all dogs. Pets must be accompanied by a responsible person age 16 or older and lifeguards will be on duty. Visit www.cityofmesquite.com/DoggieSplashDay for details and admission prices. 4. Mr. Hubacek announced that the 22nd Annual Addressing Mesquite Day will be held on Saturday, October 3, 2026, in partnership with the Mesquite Ministerial Alliance and the City of Mesquite. This one-day event focuses on minor exterior home repairs and landscape projects for qualified senior citizens, single parents, military veterans and disabled homeowners. Registration for volunteers ends on Friday, August 21, 2026. 5. B. W. Smith stated that the Mesquite Animal Shelter and Adoption Center is once again participating in the National Clear the Shelter campaign. On Saturday, August 22, 2026, from 10:00 a.m. to 5:30 p.m., the shelter will host a special one-day event waiving all fees. The shelter is also offering a spin-the-wheel promotion for all available animals in August. After choosing the perfect pet, adopters can spin the wheel to see what the fee will be, ranging from $40.00 to $100.00. 6. Mr. Murden announced that Historic Mesquite, Inc. (HMI), is hosting a Historic Mesquite Volunteer Open House on Wednesday, August 12, 2026, from 10:00 a.m. to Noon, at Opal Lawrence Historical Park, 711 East Kearney Street. Participants will learn about the volunteer program and how to sign up. Volunteer positions include tour guides, grounds and maintenance helpers, and assistants to help take care of the historic houses and museum collections. 7. Mayor Alemán announced that this past Saturday, August 1, 2026, the wrap-up celebration for the Summer Reading Club and the Mayor’s 1,000-Page Reading Challenge was held. Of the 786 kids who participated in the Reading Club, more than 220 read 1,000 pages for more. Congratulations to these young readers and thank you to all of the parents who encouraged them and read with them. He thanked the Library staff and volunteers who made this program possible and the Friends of the Library for their financial support. The Library has great events and programs throughout the year for readers of all ages. 8. Mayor Alemán stated that the Epic Summer Experience wrapped up this past week. There was a great turnout with two weeks of inflatables, food, raffles and fun – all for free. This is a wonderful program for the youth in Mesquite.

  21. 19 1. Mr. Casper stated that students across Mesquite return to school next week and the entire City Council wishes everyone a great school year! To keep the community safe, we’re asking drivers to pay extra attention to school zones and at crosswalks. That means no texting while driving, no cellphone usage in crosswalks, watch for pedestrians when driving near schools, stop for school buses and please “Drive Like Your Family Lives Here.”

  26. 23 At this time, any individual wishing to discuss any matter on the agenda shall be allowed to speak for a length of time not exceeding three minutes on a first-come, first-served basis. Citizens addressing the Council through a translator will be allowed six minutes. Anyone desiring to speak on an item scheduled for a public hearing is requested to hold their comments until the public hearing on that item.

  46. 13 Conduct a public hearing and consider an ordinance for Zoning Application No. Z0426-0449, submitted by Maxwell Fisher, ZoneDev, LLC, on behalf of Dominium Development and Acquisition, LLC, for a change of zoning to amend Planned Development - Multifamily Ordinance No. 5116 to adopt a new concept plan and revised development standards for a 277-unit multifamily development located at 21701 IH 635. (One response in favor and none in opposition to the application have been received from property owners within the statutory notification area. After the closed meeting ended at 10:02 p.m., the City Council reconvened in Open Session. No executive action was necessary.

  52. 42 Mayor Alemán announced that the City Council would meet in Executive Session pursuant to Section 551.071 of the Texas Government Code to conduct a private consultation with its attorney related to pending or contemplated litigation; a settlement offer; and issues in which there exists a duty of the City Attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas (Item No. 15 - Discuss Meet & Confer Process); whereupon, the City Council proceeded to meet in the Council Conference Room. After the closed meeting ended at 10:45 p.m., the City Council reconvened in Open Session. No executive action was necessary.

  57. 46 Pursuant to Section 551.071 of the Texas Government Code, the City Council will meet in closed session to conduct a private consultation with its attorney related to pending or contemplated litigation, a settlement offer, and/or a matter in which there exists a duty of the City Attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas that conflicts with Texas Government Code Chapter 551.   60. 50 Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager, City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and commissions, and City officers or other employees. A complete list of the members of the City boards and commissions is on file in the City Secretary’s office.

  62. 52 Pursuant to Section 551.087 of the Texas Government Code, the City Council will meet in closed session to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations or to deliberate the offer of a financial or other incentive to such a business prospect. The following subjects may be discussed:
  63. 54 Following discussions in executive session, the City Council will reconvene in open session where any final action regarding executive session items will be taken.
