  22. 19 1. Mr. Murden stated that throughout July and August, the Downtown Mesquite Market becomes the Night Market. Make plans to support your local economy by stopping by the Downtown Mesquite Night Market this Saturday, August 22, 2026, from 5:00 p.m. to 9:00 p.m. You’ll find vendors, artisans and much more. In conjunction with the market, entertainment will be provided by the “Off the Rails Concert Series,” hosted by the Mesquite Arts Center. 2. Mr. Smith wished everyone a fun and safe Labor Day holiday coming up in a couple of weeks. This patriotic holiday celebrates the source of our nation’s strength – American workers. All City of Mesquite offices will be closed on Monday, September 7, 2026, but Commercial and Residential trash will be collected. Residential recycling will not be collected. It will resume on the next scheduled collection day. Commercial recycling will be collected as usual. Also, because of the Labor Day holiday, the City Council will not have its regularly scheduled first Monday meeting that day. Instead, the City Council meeting is scheduled for Tuesday, September 8, 2026. You can find out more about the City’s holiday closures and service impacts as www.cityofmesquite.com/holidays. 3. Mr. Hubacek announced that the Mesquite Animal Shelter and Adoption Center will once again participate in the National Clear the Shelter campaign. From 10:00 a.m. to 5:30 p.m. on Saturday, August 22, 2026, the shelter will host a special one-day adoption event – waiving all fees. Besides the one-day event, the shelter is offering a spin-the-wheel promotion for all available animals in August. After choosing the perfect pet, adopters can spin the wheel to see what the fee will be – ranging from $40.00 to free. 4. Ms. Rodriguez-Ross stated that last week, Mesquite students returned to the classroom. To keep the community safe, we’re asking drivers to pay extra attention in school zones and at crosswalks. That means no texting while driving, no cellphone usage in crosswalks, watch for pedestrians when driving near schools, stop for school buses and please, “Drive Like Your Family Lives Here.” 5. Mr. Casper encouraged citizens to volunteer for the Annual Addressing Mesquite Day event on Saturday, October 3, 2026. This is a one-day event, held in partnership with the Mesquite Ministerial Alliance and the City of Mesquite, focusing on home repairs needed by senior citizens, single parents, military veterans, the disabled and other homeowners in Mesquite. The call for volunteers has been extended to Friday, August 21, 2026. 6. Mr. Green invited citizens to attend a special 25th Anniversary celebration of Patriot Day on Friday, September 11, 2026. The brief ceremony will begin at 8:30 a.m., at Mesquite Freedom Park, on the north lawn of the Mesquite Arts Center, 1527 North Galloway Avenue, and will honor those who lost their lives in the 2001 terrorist attacks. The Mesquite Police and Fire Honor Guards will participate along with the Mesquite Fire Department Pipes and Drum Corps. The event will also feature performances by Poteet High School students. Mesquite Freedom Park features an actual piece of steel from one of the original Twin Towers that was destroyed on September 11, 2001, in New York City. 7. Mr. Green announced that the next Town Hall Tuesday meeting will be held on September 15, 2026, at 6:30 p.m., at City Hall, in Training Rooms A & B, 757 North Galloway Avenue. The Comprehensive and Strategic Plan will be discussed. Visit www.mesquiteplan.com for more information. 8. Mr. Green encouraged citizens to participate in National Night Out on Tuesday, October 6, 2026. This event is designed to bring neighbors together and to strengthen the relationship between residents, first responders and City staff. A large group is not needed to have a National Night Out event. As few as two or three neighbors can gather to engage in meaningful connections with first responders and City staff. To register for your event, visit www.cityofmesquite.com/NationalNightOut. The deadline to register is Friday, September 18, 2026.

  24. 21 At this time a number of citizens not to exceed 10 shall be allowed to speak on any matter other than items on the agenda, personnel matters, matters under litigation or matters concerning the purchase, exchange, lease or value of real property for a length of time not exceeding three minutes on a first-come, first-served basis. Citizens addressing the Council through a translator will be allowed six minutes. No Council action or discussion is to be taken until such matter is placed on the Agenda and posted in accordance with law.

  60. 52 Mayor Pro Tem Green announced that the City Council would meet in Executive Session pursuant to Section 551.087 of the Texas Government Code to consider commercial or financial information regarding business prospects or projects (Item No. 28 – Discuss economic development incentives for an existing property at 18601 LBJ Freeway and Item No. 29 - Discuss prospective land development at IH-20 near Lawson Road and Lumley Road); whereupon, the City Council proceeded to meet in Council Conference Room. After the closed meeting ended at 9:20 p.m., the City Council reconvened in Open Session. No executive action was necessary.

  64. 54 Mayor Pro Tem Green announced that the City Council would meet in Executive Session pursuant to Section 551.071 of the Texas Government Code to conduct a private consultation with its attorney related to pending or contemplated litigation; a settlement offer; and issues in which there exists a duty of the City Attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas (Receive update on pending litigation cases); whereupon, the City Council proceeded to meet in the Council Conference Room. After the closed meeting ended at 9:20 p.m., the City Council reconvened in Open Session. No executive action was necessary.

  67. 25 Conduct a public hearing and consider an ordinance for Zoning Application No. Z0526-0452, submitted by Veronica Morales, for a change of zoning from R-3 Single Family Residential to R-3 Single Family Residential with a Conditional Use Permit to allow an Accessory Dwelling Unit with modifications to reduce the minimum lot size requirement from 21,780 square feet to 7,800 square feet, and reduce the required number of parking spaces from four parking spaces to two parking spaces located at 1303 Buena Vista Street. (Seven responses in favor and none in opposition to the application have been received from property owners within the statutory notification area.   76. 64 Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager, City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and commissions, and City officers or other employees.   78. 66 Pursuant to Section 551.087 of the Texas Government Code, the City Council will meet in closed session to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations or to deliberate the offer of a financial or other incentive to such a business prospect.
