  12. 12 Persons wishing to address the City Council on matters listed and/or not listed on this agenda shall complete a speaker form and present it to the City Secretary before the meeting. Each speaker will be allowed three (3) minutes unless modified by the Mayor. In accordance with the Texas Open Meetings Act, the City Council may not deliberate or take action on any subject not posted on the agenda. Council may: • Make statements of specific factual information; • Recite existing policy; • Request clarification from staff; or • Request that an item be placed on a future agenda.
