  5. 4 The invocation was given by Pastor Josh Cagle with Mercy Gate Church. Mayor Long led in the pledges of allegiance to the flags.

  53. 46 Mayor Pro Tem Justin Hicks – I think just we just received, or Tommy and staff received a very big $15 million check for drainage from H-GAC. I did want to give staff and Tommy their appreciation and engagement and all that hard work with the applications to get that. I mean, it’s $15 million that’s nothing to sniff at. Also, thanks to the staff, American Legion and the Mayor for putting on the Memorial Day thing yesterday. Tommy Cones – If you could throw the picture up there for the audience, real quick. I had the easy job of collecting the check up there at H-GAC, but I want to give a good accolade out to the Engineering Department, Christopher Sims for placing this application to H-GAC for the Texas General Land Office. He applied back in January the 6th of 2023. That can tell you how long it takes to get these grants. We were the largest city, or the city that received the largest funds from H-GAC and the Texas General Land Office. This is Dr. Dawn Buckingham who gave us the check. I want to say thank you very much to the staff for putting this together. I had nothing to do with the grant, but picked up the check. Everything and all of the accolades go to the city staff. This is what I’m talking about when we’re looking for grants and trying to get money from the state or federal government. Thank you very much Chris for your staff’s work on this grant. Thank you. Tom Crews – Tonight I saw something happen that I think is terrible for the city. We’ve now found a way to avoid debate on items. Since we can’t pull them, I don’t even see how that’s even possible. Anything else we have to call the question, we have to call the question have to show much debate. The fact that we can just go by and not even open debate for individual items is unacceptable, really. I don’t think that anybody who is looking new to come onto council here with elections coming on and I think any of this should actually leave fear to citizens that there’s a whole lot onto this that just can escape any kind of a scrutiny because it escapes all of the debate. It’s because we have, I guess, people that are afraid of debate or just they don’t have the time they just want to go home. Thank you.

  55. 47 Courtney Chadwell – No Comments Chad Tressler – It’s that time of year. High school graduation. I want to say congratulations to all the graduates in this area. I also want to put out a reminder to the parents. Every year in the news following graduation we hear a story about a young man or young woman at the launching point for the rest of their life who won’t be experiencing the rest of their life because they made some bad choices one night. This isn’t the night to be the friend of your kid, you’re still the parent. Please, keep kids safe this year and make sure they get to enjoy the fruits of all of that work that they put in. Thanks. Sean Saunders – No Comments Andy Mann – Not directing my comments at anyone in particular, but someone needs to tell Chad we’re not debating because it seems like he’s kicking my ass tonight. It does seem like there’s some debate going on here. Also, thanks for the vote on Mag Creek. For the citizens who were opposed to it, I hope that you feel like your voice was heard even though it was on a Facebook group, and for the three or four people who are going to have to travel for two miles, I’m sorry. Maybe one will go outside of the rules. Thank you. Mayor Long – I’ll end with 340B. I guess some there’s some explanation or somebody didn’t read the packet again about what 340B is. So, 340B Pharmacy, is a federal program that enables disproportionate share facilities, like the Galveston County Health District, to purchase drugs at what is called the 340B price, which is the Medicaid price. They can then enter into interlocal agreements with other governmental entities and pass that savings directly on to the entity. A good example of that is Humira costs about $8,800 a month if you purchase it commercially, so about $100,000 a year. The 340B price, Medicaid price on Humira is one penny a month. Pretty big savings, and that is leveraging the government price of that. Inside of that price you can’t pay consultants, you can’t pay administration, you can’t pay anything else. It’s highly regulated. So, when one of the council members say isn’t this the plan that you put in at the county. Well, of course it is, because everybody uses 340B pricing in the country. There is no money that can be paid, there is no profit in there. You would not be a consultant worth your salt unless you would utilize the lowest pricing.

The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council and do not necessarily represent the religious beliefs or views of the Council in part or as a whole. No member of the community is required to attend or participate in the invocation and such decision will have no impact on their right to actively participate in the business of the Council.
