  82. 57 Any invocation that may be offered during the ceremonial portion of the City Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council and do not necessarily represent the religious beliefs or views of the Council in part or as a whole. No member of the community is required to attend or participate in the invocation and such decision will have no impact on their right to actively participate in the business of the Council.

  84. 68 Mayor Pro Tem Justin Hicks – No Comments Tom Crews – Just kind of wanted to bring up something. So, on Thursday, there was a package left anonymously for me at the front desk, and what it had in it was Robert’s Rules of Order with a note attached that said, “To Council Member Tommy Crews from concerned residents, may I suggest you familiarize yourself with the contents of this book. You look very silly.” Then it’s got a quote that says “a fool is known by his speech and a wise man by his silence.” What this is in relation to is the last council meeting. So, when we talk about the Robert’s Rules of Order book and how I asked to have the items pulled, we have done that the exact same way I tried to do it a couple of times. If need be, I can go back and show you. The other thing is that we never really follow the Robert’s Rules of Order. We’re close, it's kind of a framework but it’s a little loose. We kind of rely on precedence. Since we couldn’t follow the precedence that we had set before. The third item about the Robert’s Rules of Order is that per our Charter that the Mayor can kind of play fast and loose with it. I’m not saying that’s a bad thing, but it also means that being silent isn’t always the right thing to do.
  85. 69 Nobody here is ever going to be an expert on Robert’s Rules of Order, and so if we go back and we say a fool is known by his speech and a wise man is known by his silence, I don’t think that’s true. I don’t think a wise man is known by his silence. I think a coward is known by his silence. When we look back, I do not want anyone that’s looking to run for Council, and I hope we have some good people that are looking to run, I don’t want them to be intimidated and seem bullied or anything that’s coming up here. The last thing I would like to point out is that the person that left this in the public was a Councilman’s wife. Mr. Hicks’ wife had left me with this. I would thank him, but it sure would be nice if had been the newest edition. Thank you. Courtney Chadwell – Just a few feet over there, at the Johnnie Arolfo Civic Center, you’ve got Cadet Graduation Night. So, we have three cadets that are now becoming probationary firefighters tonight. If you get a chance, hopefully they’re still over there having a good time, when we get out of here it would be great if you could walk over there and shake their hand. We’ve got Emily Simon who is going to be at Station One, Jeff Nichol also at Station One, and Ron Hendricks, out of Station Three. So, congratulations to them. Chad Tressler – No Comments Sean Saunders – No Comments Andy Mann – No Comments Tommy Cones – I’d like to congratulate Captain Mike Hester, who is with the fire department. This last month we had young lady who they did CPR on, and Mike Hester because he was close to it and his crew, and some of the officers that made it there very quickly saved a woman’s life. So just a kudos to Captain Mike Hester and crew. Mayor Long – I’ll end mine with a fun fact about Robert’s Rules of Order. Robert from Robert’s Rules of Order lived in League City. He lived in old town League City while he was the chief engineer on the Galveston Seawall. That is a fact, man. At least that’s what they told me on the historical homes tour, and I would think if you were going to make up a lie you should jazz it up more than Robert’s Rules of Order guy.
