5. 3. PRESENTATION AND DISCUSSION REGARDING CONSOLIDATION OF THE PARKS BOARD AND THE SECTION 4B INDUSTRIAL DEVELOPMENT BOARD
6. 4 Mayor Long called the meeting to order at 5:00 p.m. and called the roll. All members of Council were present except Andy Mann. Tom Crews arrived at 5:12 p.m.

10. 7 Presenters included: Joshua Gutierrez, Assistant City Attorney, Chien Wei, Director of Parks & Cultural Services. Members of both boards spoke. Improving efficiency in League City - consolidating the Parks Board and 4B Board, streamlined governance League City Parks Board – Background Established to advise on development and maintenance of parks and recreation. Comprised of volunteer members appointed by City Council. Provides input on Parks Master Plan, Trails and open space planning, Community recreation priorities. League City 4B Board – Background Formally known as the 4B Industrial Development Corporation, Funded by 4B sales tax (economic development tax). Limitation: only for amateur youth sports. Mission includes funding quality of life improvements, supporting parks and recreation projects, economic development initiatives. Redundancy and Overlap Both boards often address parks and quality of life projects. Redundant discussions, overlapping priorities. Staff time and administrative resources duplicated. Potential for conflicting direction or slowed decision making. Benefits of Consolidation Streamlined communication and strategy, unified recommendations to City Council, improved transparency and accountability, more efficient use of city staff and board members’ time. Proposed Option A – Expand the Parks Board Proposal: increase the number of Parks Board members to include current 4B Board members. Pros: full integration into one unified board, simplified structure for advisory roles Cons: larger board may reduce agility, requires ordinance amendment.
11. 8 This is to certify that the above Notice of Meeting was posted on the bulletin board of City Hall of the City of League City, Texas, on or before the 18th day of April, 2025 prior to 12:30 p.m. as well as the City's public internet webpage, www.leaguecitytx.gov and was posted in accordance with the Texas Open Meetings Act, Chapter 551, Government Code.
12. 8 Proposed Option B – Require Joint Meetings Proposal: hold regular joint meetings between the Parks Board and 4B Board Pros: preserves current board structures, encourages collaboration and shared vision, easier to implement administratively. Cons: may still duplicate staff workload, decisions could be delayed due to coordination logistics.
13. 9 The City Council of the City of League City, Texas reserves the right to meet in closed session on any of the items listed above should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551 of the Texas Government Code: 551.071 Consultations with Attorney, 551.072 Deliberations about Real Property, 551.073 Deliberations about Gifts and Donations, 551.074 Personnel Matters, 551.076 Deliberations about Security Devices, and 551.087 Deliberations Regarding Economic Development Negotiations.

17. 12 NOTICE is hereby given that the presence of a quorum of the Members of the League City Parks Board and the Section 4B Industrial Development Board at any time during the course of the above-referenced proceeding may constitute a meeting pursuant to the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, by this Notice, the public is hereby advised of said meeting not less than 72 hours in advance of the date, time and location noted above.
18. 13 Any invocation that may be offered during the ceremonial portion of the City Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council and do not necessarily represent the religious beliefs or views of the Council in part or as a whole. No member of the community is required to attend or participate in the invocation and such decision will have no impact on their right to actively participate in the business of the Council.
