6. 4 Mayor Long called the meeting to order at 5:00 p.m. and called the roll. All members of Council were present except Mr. Mann.
7. 5 Taxpayer Impact Statement Required per H.B. 1522 effective September 1, 2025 2025 Adopted Tax Rate $ 0.36355 with an estimated median homestead taxable value of $362,634 equals tax of $1,318.36 2026 No-New-Revenue Tax Rate $0.356505 with an estimated median homestead taxable value of $375,000 equals tax of $1,336.89 2026 Proposed Tax Rate $ 0.356505 with an estimated median homestead taxable value of $375,000 equals tax of $1,336.89 The change in total tax rate is a decrease of 0.00704 per $100, or -1.94% The change in estimated median homestead taxable value is an increase of 3.41% The change in tax on estimated median homestead property is an increase of $18.54 or 1.41%

15. 10 Changes to HOT Fund – remove $28,000 for duplicated budget allocation of the additional touch screen kiosk. 2026 Bond Issuance August 25 – bids due & City Council approves ordinance authorizing bonds September 23 – closing & delivery of project funds October 13 – award of Pat Hallisey Park construction contract & SWWRF Expansion CMAR Section 4B Corporation, at their August 3, 2026 meeting adopted an amended interlocal agreement. This finalized the 4B’s commitment to fund the 2026 CO issuance for Pat Hallisey Park debt service payments, annual M&O for Pat Hallisey Park and Lobit Park while setting funding parameters sufficient for such. They also adopted the FY2027 corporation budget. Budget Schedule • August 25 – Council Budget Workshop #3 – optional for outstanding questions • August 25 – Public Hearing and first reading of FY2027 budget ordinance • September 8 – Second (final) reading of FY2027 budget ordinance & adopt property tax rate • September 20 – Deadline to adopt FY2027 budget • September 20 – Preferred deadline to adopt property tax rate for statements to be mailed within first week of October • September 29 – Deadline to adopt property tax rate
