- 1 City of Laredo Supplemental City Council Meeting A-2024-S-02 The City Council will convene on May 18, 2026 at 5:30 P.M. at City Hall Council Chambers located at 1110 Houston Street, Laredo, Texas and some members may participate via video conference.

- 3 RECOGNITION
- 1. Recognizing the J.W. Nixon High School “One Trick Pony BBQ” Team for their outstanding achievement at the 2026 Texas High School BBQ State Championships held in Granite Shoals, Texas, where the team earned a tie for 2nd place and finished 4th overall after a brisket-point tiebreaker, bringing pride and recognition to the City of Laredo through their hard work, dedication, and competitive excellence.
- 2. The City of Laredo Mayor Dr. Victor D. Trevino and Council recognize the Pathfinder Club for their recent achievement in obtaining first place in the Pathfinder Bible Experience (PBE) at the North American Division (NAD) Level that took place in Hawthorne Florida on April 17-18, 2026.
- 3. The City of Laredo Mayor Dr. Victor D. Trevino and Council recognize the Boys and Girls Club Championship teams for their efforts and participation.
- 7 PUBLIC HEARING & INTRODUCTORY ORDINANCES
- 4. Public Hearing and Introductory Ordinance amending section 1 of Ordinance 2017-O-110 of the City of Laredo and authorizing an increase of toll rates through a phased implementation schedule beginning FY2026 and continuing through January 2031; establishing revised toll rates for commercial vehicles, non-commercial vehicles, and pedestrian crossings; authorizing an initial adjustment upon adoption of the ordinance followed by annual phased adjustments each January thereafter; providing for operational, maintenance, debt service, technology modernization, and bridge infrastructure needs, including improvements to the World Trade Bridge and Colombia Solidarity Bridge, and authorizing the city manager to implement administrative procedures necessary for the implementation. Toll increases are described in Exhibit “A” and hereby repeal all conflicting sections in all ordinances currently in effect.

- 5. Authorizing the City Manager to negotiate and execute a revised Right-of-Entry agreement with U.S. Customs and Border Protection for preliminary survey and limited engineering evaluation activities on specified City-owned properties.
