- 4 Members of the public may attend, participate and/or address Commissioners Court in-person or may view the meeting through the following link: https://www.harriscountytx.gov/Government/Court-Agenda/Court-Videos. Members of the public who attend the meeting in-person may make comments by signing up to speak by completing an appearance request form, and submitting it one hour before the commencement of the meeting, the form can be found at https://appearancerequest.harriscountytx.gov. Speakers may address the Commissioners Court for up to one (1) minute in total, notwithstanding how many agenda items the speaker signs up to comment on. Members of the public who sign up to speak about a topic that does not address a specific agenda item will also be limited to one (1) minute and will address the Court after all agenda related comments have been made. Members of the public are also invited to email their written comments to Commissioners Court at CommissionersCourt@hctx.net.
- 5 It is the intention of the Harris County Commissioners Court to provide open access to all members of the public of Harris County to express themselves on issues addressed by County government. However, members of the public are reminded that the Harris County Commissioners Court is a constitutional court, created by the State with judicial, administrative and legislative powers. As such, the Harris County Commissioners Court possesses the authority to issue Contempt of Court citations. Accordingly, persons shall conduct themselves with proper respect and decorum in addressing the Court, in participating in public discussions before the Court, and in all actions in the presence of the Court consistent with the rules and procedures of Harris County Commissioners Court. Profane, insulting or threatening language, and racial, ethnic or gender slurs or epithets will not be tolerated. Those persons who do not conduct themselves in an orderly and appropriate manner will be ordered to leave the meeting and recognition to speak may be refused at subsequent meetings of the Court. Refusal to abide by the Court’s Order may result in a Contempt of Court Citation. Please refer to Public Notice for specific meeting as instructions are subject to change.
- 7 The Harris County Commissioners Court convened in-person and virtually at a business court meeting at 10:05 A.M. Commissioner Ellis, Commissioner Ramsey, and Commissioner Briones were in-person.
- 8 Commissioner Garcia arrived in-person at 10:12 A.M. He did not miss any vote.
- 9 There being no further business, the Commissioners Court adjourned at 10:21 A.M. The above and forgoing minutes have been read and examined by me and are a true and correct representation of the actions taken by Commissioners Court held on February 8, 2024. - 1. Request for discussion and approval of the proposed Commissioners Court meetings calendar for 2024 and possible inclusion of a ceremonial court meeting for resolutions.

- 2. Request for approval to compensate law enforcement officers at the approved overtime (time-and-a-half or “z-time”) monetary hourly rate for election security work during the February/March 2024 primary and primary runoff election cycle.
- 3. Request for approval to pay rental facilities booked for election training purposes utilizing the check payment process and procurement cards through FY 2024 at an estimated cost of $120,000.
