- 4 Members of the public may attend, participate and/or address Commissioners Court in-person or may view the meeting through the following link: https://www.harriscountytx.gov/Government/Court-Agenda/Court-Videos. Members of the public who attend the meeting in-person may make comments by signing up to speak by completing an appearance request form, and submitting it one hour before the commencement of the meeting, the form can be found at https://appearancerequest.harriscountytx.gov. Speakers may address the Commissioners Court for up to one (1) minute in total, notwithstanding how many agenda items the speaker signs up to comment on. Members of the public who sign up to speak about a topic that does not address a specific agenda item will also be limited to one (1) minute and will address the Court after all agenda related comments have been made. Members of the public are also invited to email their written comments to Commissioners Court at CommissionersCourt@hctx.net.
- 5 It is the intention of the Harris County Commissioners Court to provide open access to all members of the public of Harris County to express themselves on issues addressed by County government. However, members of the public are reminded that the Harris County Commissioners Court is a constitutional court, created by the State with judicial, administrative and legislative powers. As such, the Harris County Commissioners Court possesses the authority to issue Contempt of Court citations. Accordingly, persons shall conduct themselves with proper respect and decorum in addressing the Court, in participating in public discussions before the Court, and in all actions in the presence of the Court consistent with the rules and procedures of Harris County Commissioners Court. Profane, insulting or threatening language, and racial, ethnic or gender slurs or epithets will not be tolerated. Those persons who do not conduct themselves in an orderly and appropriate manner will be ordered to leave the meeting and recognition to speak may be refused at subsequent meetings of the Court. Refusal to abide by the Court’s Order may result in a Contempt of Court Citation. Please refer to Public Notice for specific meeting as instructions are subject to change.

- 1. Request by the Commissioner of Precinct 4 for approval of a resolution honoring Stephanie Armand for over 29 years of service to the residents of Harris County.
- 2. Request by the Commissioner of Precinct 4 for approval of a resolution to honor the Asian American Health Coalition for its efforts in promoting mental health awareness in the Asian American, Native Hawai’ian, and Pacific Islander (AANHPI) community and to observe May 10, 2024 as AANHPI Mental Health Awareness Day.

Request by Public Health Services for approval of official award documents from the National Association of County and City Health Officials (NACCHO) related to the award previously approved by Commissioners Court on February 27, 2024 for the NACCHO: Improving the Health of Young Children Program.

- 4. Request for approval to amend an agreement with Boston Consulting Group, Inc. (BCG) to increase the cost by $57,800, for a new total of $802,800, for the purpose of extending senior-level support through a final reporting to Commissioners Court in June 2024 and to expand the project scope to include the preparation of options to adjust the County’s policies for employee Comp and Vacation payout to more closely align with peers.

Request for approval of a Texas Association of School Boards (TASB) BuyBoard Cooperative Program award on the basis of best quote meeting specifications to Miracle Recreation Equipment Co. in the amount of $394,000 for the project price, with bonding in the amount of $6,000, for design and build a playground at Elizabeth Kaiser Meyer Park for Precinct 3, and for the County Clerk to execute any applicable bonds to be received for the project price, MWDBE Contracted Goal: 9.90%.

Request that the County Judge execute an amendment to a sole source exemption agreement with Electronic Transaction Consultants, LLC in the additional amount of $6,000,000 to include a settlement to provide full compensation for services provided from June 1, 2023 - August 31, 2023, revises CPI-U to CPI-W, increases the CPI-W max increase to 4%, and increases funding for additional services for Back Office Enhancement & Augmentation Toll Collection System (BEATS) for the Toll Road Authority for the period of September 1, 2023 - August 31, 2024, Justification for 0% MWDBE Participation Goal: Exempt - Sole Source.
