- 1. Presentation, discussion, and update on the City of El Paso's Federal Legislative Agenda for the 119th United States Congress.
- 2. Discussion and action on motion from City Council on February 3, 2026, directing the City Manager, in collaboration with the City Attorney, to develop a plan of action to prevent the installation of any Immigration Customs Enforcement (ICE) detention facilities in the city; and to research and look into the following: 1. Create and present a protocol that prevents federal law enforcement officers from entering any city facility, with the intention to search, detain, or arrest a person without a signed judicial warrant. 2. Explore a moratorium on permitting, zoning, and licensing for Immigration and Customs Enforcement facilities. 3. Produce a report that details all points of cooperation between the City of El Paso and Immigration and Customs Enforcement
