- 1. Approval of the January 23, 2024, Charter Review Commission Meeting Minutes.
- 6 CONSIDERATION OF PROPOSED AMENDMENTS
- A. Submitted Amendments Recommended for Exclusion: Amendments 71, 100, and 112.* *List of amendments can be found at this LINK.
- B. Prohibit the creation of jobs exempt from Civil Service in Chapter XVI. [Amendment 15]
- C. Clarify that city council, not the rules of the civil service board, designates which managerial personnel are included within the unclassified service in Chapter XVI §3(b)(1). [Amendments 90 and 107]
- D. Amend Chapter XVI §6 to reflect that reorganizations and reductions in force should be treated in the same manner with respect to compensation and reassignment. [Amendment 91]
- E. Clarify that it is the duty of the Human Resources Department, rather than the civil service board rules and regulations, to establish rules governing the evaluation of conduct and performance and requiring remedies for nonperformance for positions in the civil service in Chapter XVI §7. [Amendment 106]
- F. Add a requirement to the charter that the city adopt by ordinance a citywide Bike Plan. [Amendment 117]
- G. Amend Chapter XV §4(4) to authorize administrative approval of plat applications. [Amendments 99 and 116]
- H. Broaden the city’s notification process to include other media options in addition to newspaper publication in Chapters III §19, IV §13(b), XV §4(3), XVIII §7 and §15, and XXII §2(a). [Amendments 110, 118, 119, and 120]
- I. Amend Chapter III §7 to require that special meetings shall be called upon the written request of five members of the city council rather than three members. [Amendment 123]
- J. Extend the deadline petitioners must meet to collect the required signatures on a petition from 60 days to 120 days in Chapter XVIII § 11(1). [Amendments 55 and 114]
- K. Reduce the number of signatures required on a petition in support of holding a referendum in Chapter XVIII §11(2). [Amendments 55 and 115]
- L. Amend the vote requirement for council to amend the redistricting commission’s recommended districting plan from a 3/4 majority vote to a 2/3 majority vote in Chapter IV §5(b)(6). [Amendment 93]
- M. Amend Chapters IV §5, XV §3, XVI §1, and XVII §2 to allow residents to serve on the redistricting commission, the plan commission, the civil service board, and the park and recreation board instead of citizens or registered voters. [Amendment 94]

Amend language within Chapter IIIA §2 to provide the City Secretary with assistants and employees with consideration of adding similar language to Chapter VII §2 for the City Attorney and Chapter IX §2 for the City Auditor. [Amendment 58] Note: This item was held under advisement by the Charter Review Commission on January 23, 2024.
- P. Delete the requirement that all assistant city attorneys shall devote their entire time to the service of the city in Chapter VII §2. [Amendment 56] Note: This item was held under advisement by the charter review commission on January 23, 2024.
