- 3. Approval of the April 10, 2026 Workshop Minutes and April 14, 2026 Regular Meeting Minutes.
- 14 Consent - Second Reading Ordinances
- 4. Ordinance accepting and appropriating the 2027 Texas Department of Housing and Community Affairs (TDHCA) Homeless Housing and Services Program (HHSP) grant in the amount of $204,289.00 for the General Set Aside and $53,806.00 for the Youth Set Aside, totaling $258,095.00; authorizing the execution of funding agreements, and other documents necessary to implement the 2027 program; and appropriating into the Fiscal Year 2026 Community Enrichment Grant Fund.

Ordinance accepting $136,250.00 for an increase in the STD/HIV-DIS Prevention Services Program Grant from the Texas Department of State Health Services (DSHS) to provide STD/HIV prevention and control services during the grant period of March 1, 2026, through November 30, 2026; and appropriating the funds in the Health Grants Fund.
- 6. Zoning Case No. ZN9062, Gulfway Mobile Home Park (District 4). Ordinance rezoning a property at or near 7409 McArdle Road from the “CG-2” General Commercial District to the “CG-2/SP” General Commercial with a Special Permit District; providing for a penalty not to exceed $2,000 and publication. (Planning Commission and Staff recommend approval).
- 18 Consent - Contracts and Procurement
- 7. Resolution authorizing renewal of property insurance, including All Other Perils, Flood, Named Storm, Wind/Hail, Earth Movement, and Equipment Breakdown insurance, through Acrisure South Insurance Services LLC, Broker of Record, for the upcoming policy year (May 4, 2026 - May 4, 2027) in exchange for a total annual premium of $3,017,667.89.
- 8. Resolution authorizing a Development Agreement for Subzone A, Tax Increment Reinvestment Zone Number 7 (“TIRZ No. 7”), for the use of 50% of annual tax increment revenue to levy and collect special assessments on property within the PID to finance the public infrastructure costs to be reimbursed by TIRZ No. 7 for the Mirabella Development.
- 9. Resolution authorizing a Development Agreement for Subzone B, Tax Increment Reinvestment Zone Number 7, for the use of 50% of annual tax increment revenue to reimburse eligible public infrastructure costs associated with the development of London Proper.

Motion authorizing the execution $250,000 which consists of two, one-year professional service agreements, in the amount of up to $125,000 each with two one-year options, with a potential up to $750,000.00 if options are exercised, and funds are available, with The Cattery, Inc., and South Texas Animal Rescue Group to provide spay and neuter services for Corpus Christi Animal Care Services, with funding from the FY 2026 General Fund.

- 11. Motion authorizing Amendment No. 3 to a professional services contract with HDR, Inc., of Corpus Christi, Texas, to provide additional support services for the Mary Rhodes I Condition Assessment project, in an amount of $474,896.00, for a total contract value not to exceed $3,055,157.00, with FY 2026 funding available from the Raw Water Capital Fund.

Resolution awarding a construction contract to Grace Paving and Construction, Inc. of Corpus Christi, Texas for reconstruction of Carroll Lane, from State Highway 358 to Holly Road, with new asphalt pavement, sidewalks, curbs and gutters, ADA-compliant curb ramps, signage, pavement markings, upgraded street illumination, and utility improvements in an amount not to exceed $5,958,987.29, located in Council District 3 with FY 2026 funding available from the Street Bond 2022, Storm Water, Water, Wastewater, and Gas Funds.

- 13. Resolution authorizing the submission of two grant applications totaling $138,750.57 to the Office of the Governor, Public Safety Office - Homeland Security Grants Division for the State Homeland Security Program for two replacement Explosive Ordnance Disposal Team bomb suits with helmets and replacement navigation and electronic equipment for two search and recovery boats for the Corpus Christi Police Department.

Resolution authorizing the submission of a grant application for $900,242.00 to the Motor Vehicle Crime Prevention Authority to continue the Motor Vehicle Theft Unit activities in the Police Department with a City cash match of $222,587.00 and an in-kind match of $806,876.00 for a total project cost of $1,929,705.00 to fund four sworn officers and three civilians; designating several staff members as designated officials for the grant.

- 15. Ordinance authorizing the acceptance of one grant award for a total amount of $29,448.00 from the Texas Office of the Governor FY 2023 State Homeland Security Program for the purchase of three additional emergency response stabilization kits for ladder trucks for the Corpus Christi Fire Department; and appropriating $29,448.00 into the Fire Grants Fund.

Ordinance authorizing the acceptance of a grant from the 2024 Helping Heroes Program from Flint Hills Resources in the amount of $4,000.00 for the purchase of Shelter-In-Place kits for the Corpus Christi - Nueces County Local Emergency Planning Committee; and appropriating $4,000.00 into the Fire Grants Fund.

Executive session briefing pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to SOAH Docket No. 473-24-19854, PUC Docket No. 56427, Petition by Outside City Ratepayers Appealing the Water Rates of the City of Corpus Christi, and other petitions to the PUC by outside City ratepayers, including potential consideration of settlement offers and/or fees for attorneys, engineers, other expert witnesses assisting in this case, deposition fees, and court costs, and updates on litigation in other cases (1:30 pm time-certain discussion with City’s external attorneys in aforementioned PUC Case).

Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to rules and regulations of state of Texas, EPA, TCEQ, TWDB, Texas Railroad Commission, San Patricio County Groundwater Conservation District, and legal rights, property rights, and/or contracts related to purchase and/or sale of groundwater, including water rights in property accessing the Evangeline Aquifer in San Patricio County adjacent and/or near US Highway 181, US Highway 77, US Highway 77 Business, Highway 89, and/or the Aransas River, and other sources, and Texas Government Code § 551.072 to discuss and deliberate the purchase or value of the aforementioned rights to real property because deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person, including, but not limited to, potential consideration of authorization to enter agreement(s) for professionals for services related to these property rights, interlocal agreements and other agreements with government entities near the aforementioned property(ies) and/or the purchase of the property or property(ies) at and/or adjacent to locations (if any) described herein and/or modified groundwater rights purchase and sale agreement(s) with Evangeline Laguna, L.P. and related entities for groundwater rights in San Patricio County.
