Ordinance approving the Corpus Christi Crime Control and Prevention District Budget for FY 2027 with expenditures in a total amount of $11,189,046.00 to fund 78 existing and authorized Police sworn personnel and support equipment; and appropriating $11,189,046.00 in the Crime Control and Prevention District Fund.

Resolution authorizing a License Agreement with the Nueces County Tax Assessor-Collector to allow designated City Fleet personnel to be deputized by the Nueces County Tax Assessor-Collector for the purpose of processing and issuing motor vehicle registration renewals and registration stickers for City-owned fleet vehicles in an amount of $350.00 from the Fleet Maintenance Services Fund.

- 13. Ordinance appropriating Airport Grant No. 73 (a multi-project grant) in the amount of $7,711,443.00 from the Federal Aviation Administration (FAA) under the Airport Improvement Program for the Baggage Handling System Improvements Project, Taxiway Echo Rehabilitation Project, and design for the West Apron Expansion and Realignment Project in the Airport Capital Improvements Program (CIP) Grants Fund; transferring $384,044.40 from the Airport Operating Fund to the Airport CIP Reserve Fund for the 5% cash match; and amending the FY 2026 Capital Budget by increasing revenues and expenditures each by $8,095,487.40.

Ordinance authorizing acceptance of a grant from the Texas Parks & Wildlife Department under its Boating Access Grant Program, in the amount of $249,990.00, with a required cash match of $83,330.00, for Phase 1 of the Packery Channel Boat Ramp Renovation Project; appropriating $249,990.00 in the Parks & Recreation Grants Fund; and amending the FY 2026 Capital Budget.

- 16. Ordinance adopting the City Fiscal Year 2027 and U.S. Department of Housing and Urban Development (HUD) Program Year 2026 Annual Action Plan (AAP) for the Community Development Block Grant (CDBG) budget in the amount of $3,703,414, the Emergency Solutions Grant (ESG) budget in the amount of $232,640, and the HOME Investment Partnerships Program (HOME) budget in the amount of $3,507,376.36 for a total of $7,443,430.36 annual HUD funding; authorizing the execution of all necessary documents to submit the AAP; authorizing a staff complement of 17 positions; accepting and appropriating funding for the approved AAP projects and authorizing the execution of funding agreements, amendments, environmental review records, and other documents necessary to implement the Fiscal Year 2027 Program Year 2026 AAP.

- 18. Ordinance ordering a general election to be held on November 3, 2026, in the City of Corpus Christi for the election of Mayor and eight Council Members; providing for procedures for holding such election; providing for notice of election and publication thereof; providing for establishment of branch early voting polling places; designating polling place locations; authorizing a joint election with Nueces County, and a runoff election, if one is necessary, on December 12, 2026; authorizing execution of a Joint Election Agreement and Election Services Contract with Nueces County; and enacting provisions incident and relating to the subject and purpose of this ordinance.

Ordinance ordering a special election to be held on November 3, 2026, in the City of Corpus Christi on the question of continuing the Corpus Christi Crime Control and Prevention District and associated sales tax for 10 years; providing for procedures for holding such election; providing for notice of election and publication thereof; providing for establishment of branch early polling places; designating polling place locations; authorizing a joint election with Nueces County; and enacting provisions incident and relating to the subject and purpose of this ordinance.

Discussion and possible action on an ordinance placing City Charter amendments on the ballot for the November 3, 2026, as requested by Council Members Carolyn Vaughn, Kaylynn Paxson, and Gil Hernandez: Election to: 1. increase city council terms to four years, 2. staggering council terms, 3. increase term limits, 4. creating council member at-large places 1, 2, and 3, 5. requiring at-large council member elections to be decided by majority vote, 6. requiring elections for unexpired terms more than 12 months, 7. increase city council members' salary to the equivalent of federal minimum wage for full-time employees and the mayor's salary to 25% above city council members' salary, 8. increase the number of registered voters required for a petition to initiate the removal process, 9. increase the required vote for removal of city council members to two-thirds of the council members holding office, and 10. authorizing a two-cent property tax for streets and roadway infrastructure
- 21. Discussion and possible action to accept an unrestricted donation from Voices for Coastal Bend Energy, a Texas 501(c)(6) organization, to fund the preparation and submission of the City of Corpus Christi’s U.S. Bureau of Reclamation WaterSMART Desalination grant application for the Inner Harbor desalination project, authorize the City Manager to execute any necessary agreements, and take all actions necessary to submit the application, as requested by Mayor Paulette Guajardo.
- 22. Discussion and possible action, including consideration of a resolution supporting the pursuit by the City Manager and CCW of temporary relief from regulatory release requirements and pursuing the possible future modifications while maintaining compliance with applicable state and federal law, as requested by Mayor Paulette Guajardo.
- 23. Update from Corpus Christi Water regarding the 2001 Nueces Agreed Order and the City’s ongoing efforts before the Texas Commission on Environmental Quality (TCEQ) related to environmental flow release requirements, as requested by Mayor Paulette Guajardo.
- 24. Discussion and possible action on the 2025 Drought Contingency Plan (amended June 2026) drought stage change based on anticipated water inflow, as requested by Council Members Carolyn Vaughn, Eric Cantu, and Gil Hernandez: 8.3. Stage 2 - Moderate Water Shortage Trigger for initiation - Stage 2 begins when the combined storage level declines below 30%. Customers shall be required to comply with the requirements and restrictions on certain non-essential water uses described in section 10. Trigger for termination - Stage 2 may be terminated when the combined storage levels increase above 40%. Upon termination of Stage 2, Stage 1 becomes operative. 8.4. Stage 3 - Critical Water Shortage Trigger for initiation - Stage 3 begins when the combined storage level declines below 20%. Customers shall be required to comply with the requirements and restrictions on certain non-essential water uses described in section 10. Trigger for termination - Stage 3 may be terminated when the combined storage levels increase above 30%. Upon termination of Stage 3, Stage 2 becomes operative.

- 28. Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to rules and regulations of state of Texas, EPA, TCEQ, TWDB, Texas Railroad Commission, San Patricio County Groundwater Conservation District, and legal rights, property rights, and/or contracts related to purchase and/or sale of groundwater, including water rights in property accessing the Evangeline Aquifer in San Patricio County adjacent and/or near US Highway 181, US Highway 77, US Highway 77 Business, Highway 89, and/or the Aransas River, and other sources, and Texas Government Code § 551.072 to discuss and deliberate the purchase or value of the aforementioned rights to real property because deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person, including, but not limited to, potential consideration of authorization to enter agreement(s) for professionals for services related to these property rights, interlocal agreements and other agreements with government entities near the aforementioned property(ies) and/or the purchase of the property or property(ies) at and/or adjacent to locations (if any) described herein and/or modified groundwater rights purchase and sale agreement(s) with Evangeline Laguna, L.P. and related entities for groundwater rights in San Patricio County.

Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to statutes concerning the Tax Increment Reinvestment Zones (TIRZs), Chapter 311 of the Texas Tax Code, participation of Nueces County in TIRZ#2 and TIRZ#3, and projects funded by TIRZs.

Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to proposed amendments to the City Charter, Texas Local Government Code § 9.001, et. Seq., including sections 9.004 and 9.0045, Texas Water Code Chapter 13, jurisdiction of the Texas Public Utilities Commission regarding water rates, and Texas laws and regulations regarding drought management, water conservation, and elections.
