Resolution authorizing eight Corpus Christi B Corporation Small Business Assistance Agreements with the following entities for two years: LiftFund, Inc., Service Corps of Retired Executives (SCORE), Texas A&M University - Corpus Christi, and Del Mar College (DMC) for a total amount not to exceed of $1,226,750.00 to assist small businesses within the City of Corpus Christi to invest and create/retain jobs. 26-1324

Motion awarding a construction contract to Bridges Specialties, Inc., of Robstown, Texas, for the Citywide Storm Water Infrastructure Indefinite Delivery Indefinite Quantity (IDIQ) FY26-28 project, which includes Bridge Rehabilitation, Channel Ditch Improvements, and Citywide Storm Water Infrastructure IDIQ, in an amount up to $6,000,000.00 for a one-year term, with two renewal options to be administratively authorized, in an amount up to $18,000,000.00, located Citywide, with FY 2026 funding available from the Storm Water Capital Fund. 26-1291

Ordinance accepting two grants totaling $151,026.78 from the Office of the Governor-Homeland Security Grants Division for the State’s Homeland Security Program to purchase 10 replacement Level III rifle-rated shields, replacement SCUBA equipment (wetsuits, drysuits, helmets, gloves), new underwater communications devices, and replacement underwater navigation equipment for the Corpus Christi Police Department; and appropriating $151,026.78 into the FY 2026 Police Grants Fund. 26-1024

Discuss and consider possible action to adopt a zero-tolerance policy stating that the euthanization of healthy or treatable animals at Corpus Christi Animal Care Services for space, capacity, or operation reasons is strictly forbidden, will not be authorized, and will not be justified under any circumstances, with mandatory reporting and oversight to ensure compliance, as requested by Mayor Pro Tem Kaylynn Paxson. 26-1362

Executive Session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys regarding legal issues, legal strategy, potential litigation, administrative proceedings, and other matters protected by the attorney-client privilege concerning the application by the City of Corpus Christi, City of Three Rivers, and Nueces River Authority to the Texas Commission on Environmental Quality for an emergency order relating to Certificate of Adjudication No. 21-3214 and the operation of the Choke Canyon Reservoir/Lake Corpus Christi Reservoir System; the 1995 Agreed Order, as amended in 2001, and operating procedures applicable to the Reservoir System; the requested temporary modification or suspension of water-release, pass-through, inflow, and/or other requirements; proceedings before the Texas Commission on Environmental Quality and the State Office of Administrative Hearings; potential contested case proceedings and related litigation; and the retention, engagement, compensation, and scope of representation of outside legal counsel in connection with such matters. 26-1332

Peter Zanoni; City Ordinance No. 024256; the agreement between the Corpus Christi B Corporation and Elevate QOF, LLC for the Homewood Suites by Hilton project; the Termination, Settlement and Release Agreement between the Corpus Christi B Corporation and Elevate QOF, LLC; any pending or contemplated litigation arising out of or relating to those agreements; and potential attorneys’ fees, expert witness fees, deposition costs, court costs, and other litigation expenses. 26-1346

Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to rules and regulations of state of Texas, EPA, TCEQ, TWDB, Texas Railroad Commission, San Patricio County Groundwater Conservation District, and legal rights, property rights, and/or contracts related to purchase and/or sale of groundwater, including water rights in property accessing the Evangeline Aquifer in San Patricio County adjacent and/or near US Highway 181, US Highway 77, US Highway 77 Business, Highway 89, and/or the Aransas River, and other sources, and Texas Government Code § 551.072 to discuss and deliberate the purchase or value of the aforementioned rights to real property because deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person, including, but not limited to, potential consideration of authorization to enter agreement(s) for professionals for services related to these property rights, interlocal agreements and other agreements with government entities near the aforementioned property(ies) and/or the purchase of the property or property(ies) at and/or adjacent to locations (if any) described herein and/or modified groundwater rights purchase and sale agreement(s) with Evangeline Laguna, L.P. and related entities for groundwater rights in San Patricio County. 26-1280
