  2. 2 Also present were City Manager Mike Land and City Secretary Ashley Owens. The City Council of the City of Coppell met in a Special Called Session on Monday, May 13, 2023 at 9:00 a.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas.
