3. 9 An Ordinance to amend the Capital Budget and the Operating Budget, both as approved by Ordinance No. O-53-2024 for Fiscal Year 24/25, in order to transfer surplus, excess, or unencumbered funds between various units and funds as reflected in the various funds and budgets of the City of Knoxville. (Requested by Finance Department)
4. 11 A Resolution expressing accountability of implementation for the Neighborhood Infrastructure Five-Year Investment Plan as attached to this Resolution should the voters of the City of Knoxville approve levying an additional one-half of one percent local option sales tax within the City of Knoxville in addition to the existing county-wide rate on sales within the county as proposed on the November 4, 2025 ballot. (Requested by Vice Mayor Smith and Councilmembers Rider, Roberto, Helsley, and McKenzie)
5. 12 An Ordinance to amend and restate the supplemental plan provisions of the City of Knoxville Employees' Pension System so as to effect certain requirements under the Internal Revenue Code to maintain the Pension System as a qualified governmental pension plan, to incorporate prior amendments into a single document, and to make other housekeeping changes. (Requested by Pension Board)
