Consider adoption of a Resolution of the City Council of the City of Rock Hill, South Carolina, describing the University Center Municipal Improvement District and the Improvement Plan for the University Center Municipal Improvement District to be effected thereby, the projected time schedule for the accomplishment of the Improvement Plan, the estimated cost of the improvements and the amount of such costs to be derived from assessments, bonds, or other funds; setting forth the proposed basis and rates of assessments to be imposed within the Improvement District; ordering a public hearing; and other matters relating thereto.
