Consider adoption of the findings regarding local issues and national trends, crime, code enforcement issues and increase in demand for multi-family structures as described in the multi-family and single-family attached report dated March 23, 2015, as amended and previously submitted to City Council; sponsorship of the Zoning Ordinance amendments and rezonings recommended in the report; and proceeding with the extension of the moratorium on multi-family structures for an additional 90 days beyond the original 270 days provided in the ordinance because city council finds that, in addition to the findings contained in the report, the problems giving rise to the need for the temporary moratorium continue to exist and that reasonable progress is being made in carrying out a specific and prompt plan of action addressing concerns over apartment zoning, but that additional time is reasonably needed to adequately address the issues facing the City.
