Second reading and adoption of an Ordinance approving a Second Amended Downtown Redevelopment Plan for the City of Rock Hill, South Carolina; extending the duration of the City's 1988 Downtown Redevelopment Plan, as amended (the "Original Plan"); adding certain redevelopment projects to the redevelopment projects described in the original plan; increasing the authorized aggregate principal amount and extending the maturity of tax increment bonds which may be issued; and adding certain properties to the redevelopment project area established by the original plan; and other matters relating thereto.
