Two (2) bids were received; however, one (1) Bid was rejected due to not submitting their proposal electronically on Public Purchase, contract shall be for one (1) year with four (4) additional one (1) year renewals beyond the contract expiration period.

- 16 Bill 12 Public Safety, forwarded favorably Amending the 2024 General Fund Budget to provide for a supplemental appropriation of Nine Hundred Sixty-Three Thousand Dollars ($963,000.00) from the United States Department of Justice Edward Byrne Memorial JAG Grant to the City of Allentown Police Department. These funds will be utilized as reimbursement of expenses for new equipment purchased.

- 24 Bill 17 Amending the 2025 Capital Fund Budget to provide for a transfer of One million Six Hundred Ninety-Eight Thousand Two Hundred Eighty-Eight Dollars and Eighty-Nine Cents ($1,698,288.89) from various Capital Projects to Capital Project 2035 – American Parkway Traffic Signal Improvements to complete the construction of installing traffic adaptive system along American Parkway/Basin Street from Susquehanna Street to Airport Road.
- 25 Bill 18 Amending the 2025 General Fund and Information Systems by deleting the position of Application Developer (14N) with the salary budgeted in the amount of Seventy-Nine Thousand Seven Hundred Ninety-Four ($79,794) Dollars; and creating the position of Systems Analyst 1 (12N) with the salary budgeted at Seventy-Two Thousand One Hundred Nine ($72,109) Dollars.
- 26 Bill 19 Amending the 2025 Fire Department budget to provide for a supplemental appropriation of Eighteen Thousand Dollars ($18,000.00) from the Norfolk Southern Rail, Safety-First grant. These funds will be used to purchase hazardous materials-related equipment for incidents that may occur as a result of a railway incident along the Norfolk Southern railway that runs through the City of Allentown.
- 27 Bill 20 Amending the 2025 Capital Fund Budget to provide for a supplemental appropriation of Two Hundred Thousand Dollars ($200,000.00) from Pennsylvania Department of Transportation (PennDOT), Transportation Set-Aside (TASA) grant program for construction of Bogert’s Bridge.
- 28 Bill 21 Amending the 2025 Grants Fund to provide for a supplemental appropriation of One Million Dollars ($1,000,000.00) from the State Office of the Budget, Redevelopment Assistance Capital Program (RACP). These funds are a pass-through grant that will support the Scottish Rite Cathedral.
- 29 Bill 22 Amending the 2025 General Fund Budget to provide for a supplemental appropriation of One Hundred Thousand ($100,000.00) Dollars from Rockefeller Philanthropy Advisors to support the creation of the Youth Climate Action Fund.

Citizens' right to place an item on the City Council agenda. A. The qualified voters of the City of Allentown, upon receipt of a petition by the City Clerk, may enter one agenda item on the regular agenda of City Council. B. The petition filed with the City Clerk must contain the signatures and addresses of 35 registered qualified voters of the City, and the item to be placed on the agenda of City Council for discussion/consideration before Council. Upon receipt of such petition and a two day review/certification period of the petition by the City Clerk, the President of City Council must include the item on the agenda at the next regularly scheduled meeting of City Council.
