- 1. Discussion and possible actions to approve meeting minutes of December 4, 2023.
- 9 Departmental Items:
- 2. Receive, accept and discuss report by Chief Executive Officer Brandi Garner and/or those persons designated by her, regarding operation of and improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, the housing of juveniles, medical procedures and matters, budgetary and financial matters, plans for improvement of operation of the Oklahoma County Detention Center, and regarding enhanced use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority.
- 3. Receive, accept, and discuss report by Chief Financial Officer Chris Sherman regarding income statements, financial reports, and current budget for Oklahoma County Criminal Justice Authority, with possible actions as desired by the Authority.
- 4. Approval of invoices and claims list for January 8, 2024, with discussion and actions as desired by the Authority. List available for inspection in the office of the Oklahoma County Criminal Justice Authority Secretary, Room 201, Oklahoma County Office Building.
- 5. Discussion and possible action to approve contract with Paycom Payroll, LLC for the provision of payroll and human capital management services in the estimated amount of $112,571.52 per year. Presented by Chris Sherman.

Discussion and possible action to adopt findings of MGT Consulting and set the actual cost of incarceration at the Oklahoma County Detention Center for purposes of housing municipal inmates at up to $211.82 for the first day of incarceration and up to $61.74 for second and subsequent days of incarceration. Presented by Chris Sherman, Chief Financial Officer.
- 7. Discussion and possible action to adopt findings of MGT Consulting and set the average cost of incarceration at the Oklahoma County Detention Center for purposes of judicial declaration as required by Hubbard v. State, 45 P.3d 96 (Okl.Cr. 2002) at up to $66.49 per day for the average daily cost of incarceration. Presented by Chris Sherman, Chief Financial Officer.
- 8. Receive, accept, and discuss report by Information Technology Director, Jeff Ama, regarding network upgrade project, with possible actions as desired by the Authority.
- 9. Discussion and possible action to approve contract for services with Lexipol, LLC for CorrectionsOne Academy in the amount not to exceed $18,896.80. Presented by Tim Kimrey, Director of Training.
- 10. Report regarding meetings of the Oklahoma County Criminal Justice Authority Citizens Advisory Board, with discussion and possible acceptance and other actions as desired by the Authority.
- 11. Announcement: Next Regularly Scheduled Meeting of the Oklahoma County Criminal Justice Authority in 2024 is on Monday, February 12, 2024, or as otherwise scheduled or held in accordance with the Oklahoma Open Meetings Act.

Oklahoma County Criminal Justice Authority, et al., CIV-2022-607-PRW and where on advice of its attorney, the board has determined that disclosure will seriously impair the ability of the public body to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest.
