- 31. Resolution 2023-4750 as Amended: Transfer of appropriations from Opioid Settlement Fund in the amount not to exceed $112,693.04 were originally appropriated to 15001200-54000 but they should be to 15003850-54000. October Appropriation was approved on 11/16/23 for the month of October.

- 32. Discussion and possible action regarding the Monthly Financial Report to be presented by the County Clerk Finance Department.
- 33. Discussion and possible action regarding an update from the Budget Evaluation Team on the current fiscal year 2023-24 Watch List. This item is requested by Cody Compton, Chairman of the Budget Evaluation Team.
- 34. Discussion and possible action regarding an update of the County's Health Insurance Plan to be presented by Jon Wilkerson, Benefits and Retirement Director.

- 35. Discussion and possible action regarding Resolution 2024-0205: Transfer of appropriations from General Fund Emergency Management 550-51000 Salaries to Capital Outlay in the amount of $65,000. The purpose of the transfer is to stay under the 90% threshold. This item requested by David Barnes, Emergency Management
- 36. Discussion and possible action regarding Resolution 2024-0223: Transfer of General Fund appropriations from District Two 920 in the amount not to exceed $1,500.00 from Capital to M&O. The purpose of the transfer is to stay within the 90% rule. This item is requested by Brian Maughan, Commissioner for District Two.
- 37. Discussion and possible action regarding Resolution 2024-0246: Transfer of General Fund appropriations for District One 910 in the amount not to exceed $15,000.00 from Benefits Fund 10191000-52000 to Salaries Fund 10191000-51000. Transfer is necessary to cover anticipated expenses through the remainder of the fiscal year. This item is requested by Carrie Blumert, Commissioner, District One.
- 38. Discussion and possible action regarding Resolution 2024-0232: Transfer of appropriation from ARPA Fund 14152300 Capital to ARPA Fund 14152300 Operation in the amount not to exceed $5,500.00. Transfer is necessary to fund the training portion of ARPA Project 10047 that was approved by the Board of County Commissioners on August 15, 2022. This item is requested by Tommie Johnson III, County Sheriff.
- 39. Discussion and possible action regarding Resolution 2024-0226: Inter-fund transfer from General Fund 1001 cash to Employee Benefits Fund 4010 cash and appropriations in the amount not to exceed $1,705,000.00. This is to transfer General Fund cash and appropriate it to Employee Benefits in order to pay claims for the County for fiscal year 2023-24, as approved by the Budget Board and the Excise Board in the Oklahoma County Annual Adopted Budget in June, 2023.
- 40. Discussion and possible action regarding Resolution 2024-0227: Inter-fund transfer from General Fund 1001 cash to Self Insurance Fund 4030 cash and appropriations in the amount not to exceed $200,000.00. This is to transfer General Fund cash and appropriate it to Self Insurance in order to pay claims for the County for fiscal year 2023-24, as approved by the Budget Board and the Excise Board in the Oklahoma County Annual Adopted Budget in June, 2023.

Discussion and possible action regarding Resolution 2024-0228: Inter-fund transfer from General Fund 1001 cash to Worker's Comp Fund 4020 cash and appropriations in the amount not to exceed $715,000.00. This is to transfer General Fund cash and appropriate it to Worker's Comp in order to pay claims for the County for fiscal year 2023-24, as approved by the Budget Board and the Excise Board in the Oklahoma County Annual Adopted Budget in June, 2023.
- 42. Discussion and possible action regarding Resolution 2023-2034: Inter-fund transfer from General Fund Cash 1001 to Capital Projects - New Jail Fund 2080 in an amount not to exceed $3,500,000.00. This item was approved by the Budget Board and Excise Board in the Oklahoma County Annual Adopted Budget in June, 2023.
