- 1. Discussion and possible actions to approve meeting minutes of November 12, 2024.
- 9 Departmental Items:
- 2. Receive, accept and discuss report by Chief Executive Officer Brandi Garner and/or those persons designated by her, regarding operation of and improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, the housing of juveniles, medical procedures and matters, budgetary and financial matters, plans for improvement of operation of the Oklahoma County Detention Center, and regarding enhanced use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority.
- 3. Receive, accept, and discuss report by Chief Financial Officer Chris Sherman regarding income statements, financial reports, and current budget for Oklahoma County Criminal Justice Authority, with possible actions as desired by the Authority.
- 4. Approval of invoices and claims list for December 9, 2024, with discussion and actions as desired by the Authority. List available for inspection in the office of the Oklahoma County Criminal Justice Authority Secretary, Room 201, Oklahoma County Office Building.
- 5. Discussion and possible action to receive a presentation from Hinkle & Company, PC regarding the annual financial audit and determine possible further action, including instructions to staff, based upon the audit report. Presented by Kirk Vanderslice, CPA.
- 6. Discussion and possible action to regarding fingerprint system installation and software and fingerprint reporting. Requested by Brandi Garner, Chief Executive Officer.
- 7. Discussion and possible action to approve a Memorandum of Understanding with the Board of County Commissioners of Oklahoma County amending the prior ARPA Subrecipient Agreement between the parties to extend the deadline to expend ARPA funds to December 31, 2026, in accordance with regulations of the United States Department of the Treasury. Presented by Danielle Drastata.

Discussion and possible action to approve Memorandum of Understanding with the Grady County Criminal Justice Authority for housing Oklahoma County pre-trial detainees at a rate of up to $50.00 per day per person plus extraordinary health care services and/or transportation costs, if applicable. Presented by Chris Sherman, Chief Financial Officer.
- 9. Discussion and possible action to approve contract for services with Integrity Communications Solutions for an on-site trial of the Biometric Life Detection System. Presented by Chris Sherman, Chief Financial Officer.
- 10. Discussion and possible action to direct staff regarding a revised budget to include but not be limited to incorporating the provision of in-house medical services at the Oklahoma County Detention Center and corresponding costs for personnel, equipment, supplies, pharmaceuticals, records software, and other expenses. - 11. Report regarding meetings of the Oklahoma County Criminal Justice Authority Citizens Advisory Board, with discussion and possible acceptance and other actions as desired by the Authority.

To enter into executive session pursuant to 25 O.S. 307 (B)(4) to engage in confidential communications between the public body and its attorney concerning a pending investigation, claim or potential action against the City of Oklahoma City arising out of nonpayment of costs for housing municipal prisoners, the board has determined that disclosure will seriously impair the ability of the public body to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest. Requested by Aaron Etherington, ADA.
