- 1. Discussion and possible actions to approve meeting minutes of April 2, 2026.

Receive, accept and discuss report by Jail Administrator Tim Kimrey and/or those persons designated by him, regarding operation of and improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, the housing of juveniles, medical procedures and matters, budgetary and financial matters, plans for improvement of operation of the Oklahoma County Detention Center, and regarding enhanced use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority. - 4. Receive, accept, and discuss report regarding income statements, financial reports, and current budget for Oklahoma County Criminal Justice Authority, with possible actions as desired by the Authority. Requested by Tim Kimrey, Jail Administrator.
- 5. Discussion and possible action to approve invoices and claims list for April 13, 2026. List available for inspection in the office of the Oklahoma County Criminal Justice Authority Secretary, Room 201, Oklahoma County Office Building. Requested by Tim Kimrey, Jail Administrator.
- 6. Discussion and possible action to receive the report and presentation from McDaniel Consulting Group regarding evaluation of processes and operations of the Oklahoma County Detention Center. Requested by Chairman Jim Holman.

Discussion and possible action to approve Resolution 2026-1309 for the creation of the Finance Committee of the Oklahoma County Criminal Justice Authority to assist with development and oversight of the budget, revenues, and expenditures of the Authority and to designate committee members thereof. Requested by Chairman Jim Holman.
- 8. Discussion and possible action to approve Resolution 2026-1310 for the creation of the Bylaws Committee of the Oklahoma County Criminal Justice Authority to assist with drafting bylaws for adoption by the Authority and to designate committee members thereof. Requested by Chairman Jim Holman.
- 6. Discussion and possible action to receive the report and presentation from McDaniel Consulting Group regarding evaluation of processes and operations of the Oklahoma County Detention Center. Requested by Chairman Jim Holman.
- 9. Discussion and possible action to amend contract between Benchmark and the Oklahoma County Criminal Justice Authority. Contract amendment allows supplementation of the items offered for purchase through the inmate commissary with a percentage of the revenue to be shared with the Authority. Contract amendment is anticipated to increase revenues that can be used to support Detention Center functions. Requested by Tim Kimrey, Jail Administrator.

Discussion and possible action to approve Resolution 2026-1309 for the creation of the Finance Committee of the Oklahoma County Criminal Justice Authority to assist with development and oversight of the budget, revenues, and expenditures of the Authority and to designate committee members thereof. Receive, accept and discuss reports or comments by Trust Chairman or Vice Chairman regarding operation of or improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, medical procedures and matters, budgetary and financial matters, plans for improvement of physical or procedural operation of the Oklahoma County Detention Center, and use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority.
